Petition of the Citizens of Peabody Regarding Extrajudicial Killings by Federal Agents

The Issue

The Trump Administration’s reckless use of force against Americans is unconscionable and must stop. The Administration has made it clear that it believes it is at war with its political enemies and it is using immigration enforcement as a pretext to terrorize and kill its political opponents.

The Trump Administration has deployed armed and masked Immigration and Customs Enforcement (ICE) to localities that do not support the current Administration’s policies. This is not an immigration enforcement action—according to ProPublica, over 170 U.S. citizens have been detained by ICE agents, and Congressional investigators have found that ICE routinely brutalizes and mistreats U.S. Citizens.[1]

Then, on January 7, 2026, an armed ICE Official shot and killed an unarmed mother of three, Renee Nicole Good, in Minnesota. Armed ICE Officials shot and killed another Minnesota resident, Alex Pretti, on Jan. 24, 2026. 

Because we believe that the Administration is not engaging in a good-faith immigration enforcement action and because we believe it is the intent of this Administration to kill and abuse more Americans for their political affiliations and cultural ties alone, We, the undersigned Citizens of the City of Peabody, respectfully submit this petition and request that the below resolution be adopted by the City of Peabody:

WHEREAS the Trump Administration has adopted a policy of using the powers of the government to inflict pain and death of the political opponents of Mr. Trump; and,

WHEREAS the Trump Administration has ordered armed and masked ICE agents into American cities under the pretext of immigration enforcement; and,

WHEREAS Mr. Trump has said publicly that he wants to use the federal government to attack American cities with the purpose of fighting the “enemy within;” and,

WHEREAS as many as 32 people died in ICE custody in 2025, making it the deadliest year for people detained by ICE since 2004; and,

WHEREAS over 170 U.S. citizens have been detained by ICE agents in 2025; and,

WHEREAS On Jan. 7, 2026, ICE agents shot and killed an unarmed mother of three, Renee Nicole Good, while she was trying to drive away from masked ICE agents; and,

WHEREAS on Jan. 24, 2026, ICE agents shot and killed an intensive care nurse, Alex Pretti, who was peacefully protesting the actions of the federal government; and,

WHEREAS there is every indication that the Trump Administration seeks to cause additional violence and bloodshed unless they are stopped; therefore

BE IT RESOLVED, The City of Peabody condemns in the strongest possible terms the use of unjustified violence by ICE agents and the deaths caused by their intervention.

BE IT FURTHER RESOLVED, The City of Peabody reiterates its status as a city of immigrants and its commitment to protecting the human rights of all people without regard to race, gender, sexual orientation, religion, country of origin, or immigration status.

BE IT ENACTED, that the City Council directs the City Clerk to send copies of this resolution to the Boston Globe, the Salem News, the Lynn Item, Governor Maura Healey, Secretary of Homeland Security Kristi Noem, and President Donald Trump.

We, the undersigned citizens and registered voters of the City of Peabody, make this petition and request that our city government issue the above resolution regarding extrajudicial killings by federal agents.
