To Whom it may concern:

Thank you for taking an interest in the management of solid waste within your local community and the permitting process for those facilities.

New or expanding existing solid waste landfills must first obtain approval from their local county government before applying for a state issued permit from the Division of Waste Management (DWM). To date, an application for a new solid waste landfill to be located in Pike County has not been submitted to DWM.

In addition to local county ordinances, the county’s Solid Waste Management Plan (SWMP) will specify whether a new landfill could be located there or whether an existing landfill could expand. However, the plan can also be amended to allow for new or expanding landfills. If the SWMP allows for the new or expanding landfill, the county fiscal court could then approve (or deny) the request through fiscal court meetings and/or a resolution, either of which would involve public participation.

If the new or expanded landfill is approved locally, an application could then be submitted to DWM. A public notice is issued and printed in the local paper when an application has been submitted to us. As the review of the application progresses, there will be at least two more public notices with 30-day public comment periods and opportunities for residents to request a public hearing. There are several options to keep abreast of these activities. First, your solid waste coordinator can let you know if the county’s SWMP allows for new or expanded landfill disposal capacity. Secondly, we recommend following the county fiscal court proceedings and/or resolutions entertained.

Third, watch your local newspaper for any public notices and/or visit our website (above). The DWM also maintains a Public Notice email list, however, it is not specific to a county and will include any and all public notices issued throughout the Commonwealth. If you would like to be included on that list, please let us know.
