Petition for URGENT traffic safety improvements on Orchard Grove Ave & Hilliard Triangle

The Issue

We, the undersigned residents of Lakewood, demand immediate action to improve traffic safety on Orchard Grove Avenue and at the intersection of Madison Avenue and Hilliard Road.

This area has become increasingly hazardous for drivers, pedestrians, and cyclists. The intersections near Wagar Park are particularly dangerous, having been the site of multiple accidents, including a recent fatality and a collision involving a cyclist and his children in a bicycle carriage.

Cars frequently speed down Orchard Grove Avenue in both directions—toward and away from the park. This puts everyone at risk, especially families and children who walk to the park and playground, a well-loved community space.

Harding Middle School is just two blocks away, with students regularly crossing the street to get to school and the park. There are no crossing guards in this area, leaving kids vulnerable to dangerous traffic.

A prior poll regarding traffic calming on Orchard Grove Avenue had an extremely low response rate, the city proceeded without implementing effective solutions. Instead, only speed monitors were installed, which do nothing to prevent reckless driving. Given the high number of rental properties in the area, many affected residents were likely unaware of the survey.

We demand the following actions:

  1. A full reassessment of the Hilliard Triangle intersection, including an updated traffic study and a redesign plan to improve safety.
  2. Installation of effective traffic calming measures on Orchard Grove Avenue, such as speed bumps, speed calming zones, and/or additional stop signs.
  3. A commitment to better, more equitable community engagement in traffic planning decisions to ensure that all residents—including renters and families—are heard.
  4. Improved pedestrian safety measures near Wagar Park and Harding Middle School, including clearly marked crosswalks, sensible signage and dedicated crossing guards.

We urge city officials to prioritize the safety of our neighborhood before another preventable tragedy occurs.

Thank you for your email. I have reviewed the camera footage of the incident today and am very thankful that everyone was physically okay. I can confirm that the driver was cited as were the other drivers in similar incidents in and around this intersection over the past few months. Although this, like others, was due to driver error and have been cited accordingly, we continue to look to improve our infrastructure for motorists, pedestrians, and bicyclists. As for this intersection specifically, we are working with Cuyahoga County Planning Commission to review this intersection along with other intersections within our priority listing to incorporate enhanced safety measures. However, the federal government has been slow to issue this contract so we will be working with a traffic engineer to recommend additional safety features. While we wait for those results, this intersection is slated to receive high visibility crosswalks and green “bike paint” as part of this year’s citywide striping program. Striping cannot happen during the winter months so this will happen in spring/summer as the temperatures are warm enough for permanent paint. Thank you. Meghan F. George Mayor, City of Lakewood, Ohio
