Petition for Urgent Reform of the U​.​S. Child Support Enforcement System

The Issue

We, the Undersigned, Demand Immediate Action

The current Child Support Enforcement (CSE) system in the United States is no longer functioning as a service to children or families. Instead, it has evolved into an abusive and broken institution that causes irreversible damage to working families, violates civil and disability rights, and contributes to a silent economic crisis threatening our nation.

We demand a full federal and state-level investigation, public hearings, and the immediate creation of a nonpartisan watchdog agency to conduct independent oversight, reform outdated policies, and hold corrupt officials accountable.

The Problem

1. Abuse of Power & Corruption Parents are being falsely labeled “noncompliant” or “deadbeats” without due process.
Many are punished for poverty, not neglect.
The system allows and even incentivizes retaliation, false accusations, and judicial misconduct.

2. Targeting America’s Working Class

Caregivers, disabled parents, veterans, low-income workers, and single parents are being penalized — not helped.
Wages are garnished without hearings, licenses are revoked, and incarceration is used as a collection tool, driving families deeper into poverty.

3. A System That Protects the Neglectful and Punishes the Devotied

Loving, responsible parents are harassed, surveilled, and jailed simply for struggling financially.
Meanwhile, many who truly neglect their children or responsibilities are treated like “buddies” by officials, allowed to manipulate custody, avoid payment, and escape scrutiny — often because they are more socially or politically connected.
This double standard is not just unfair — it’s criminal and traumatizing. It undermines trust in our government and the safety of our families.

4. Massive Economic Waste

States spend billions enforcing policies that often cost more than they recover.
Title IV-D federal incentive payments encourage high-volume collections regardless of legal accuracy or fairness.
This causes a net economic loss, while stripping vital income from communities and suppressing local economies.

5. Civil Rights Violations

The system routinely violates the Americans with Disabilities Act (ADA), due process, and equal protection rights.
Parents with disabilities or mental health needs are treated as unfit or irresponsible — rather than being offered accommodations or advocacy.
Courts often deny modification hearings or ignore evidence of abuse, trapping families in unlivable conditions.

6. Non compliance to rightful review hearings

I being one of the many people who have not once received a proper review heraring or adjustment hearing in 6 years. Was denied when requested one which is my legal right to receive one. 

Our Demands

Creation of a Federal & State-Level Watchdog Agency

An independent oversight body must be assigned to review all enforcement procedures, fraud, and rights violations.
This watchdog must include individuals with lived experience — including survivors of CSE abuse.


Full Audit of Title IV-D Programs & Court Incentives

A forensic audit must investigate whether states are abusing federal incentives and committing fraud or misconduct.
Judges, attorneys, and enforcement officers involved in repeated civil rights complaints must be investigated and held accountable.


Immediate Moratorium on Punitive Enforcement Tactics

End the use of jail, license revocation, and automatic garnishment unless a full hearing is held with proper legal representation and proof of willful nonpayment.


Public Hearings and Legislative Reform

Congress and state legislatures must hold public hearings on child support enforcement abuse.
Laws must be rewritten to ensure fairness, economic feasibility, and child-centered outcomes — not financial punishment or court revenue.


Legal and Economic Relief for Targeted Parents

Reinstate driver’s licenses, review wrongful arrears, return unlawfully seized funds, and eliminate retroactive debt for indigent and disabled individuals.

This Is a National Emergency

This system is not helping children — it is hurting families, collapsing finances, violating rights, and destroying trust in public institutions. Every dollar wasted, every job lost, and every parent wrongfully jailed is a blow to our country’s future. This is not about support. It’s about control, corruption, and cruelty.

We will not stay silent. We demand investigation. We demand accountability. And we demand a system that finally puts children, families, and fairness first.
