Petition for Transparency & Community Input on Potential AI Data Center in Roaring Spring

The Issue

To: Roaring Spring Borough Council, Taylor Township Board, Planning Commission, and Local Officials

 

We, the residents of Roaring Spring and the surrounding communities, write to express our concerns regarding the potential development of an AI data center at the former Appvion Paper Mill site.

We recognize that this project may still be under consideration. However, decisions of this scale have lasting impacts, and now is the critical time to ensure transparency, public involvement, and careful evaluation.

Key Concerns

Environmental Impact  
Large-scale data centers require significant energy and water resources, which could place strain on local infrastructure and the environment.

Noise and Quality of Life  
Continuous operation of industrial cooling systems and generators may introduce persistent noise affecting nearby neighborhoods and businesses.

Lack of Public Communication  
Residents have not received clear or consistent information about this potential project. Community awareness and input should be a priority before decisions are made.

Economic Tradeoffs  
While development can bring benefits, data centers often create relatively few permanent jobs compared to their size and resource demands.

Utility Demand and Costs  
A major increase in electricity and water usage could impact availability and affordability for local residents.

Our Requests

We respectfully call on local officials to:

- Provide clear and timely public communication regarding any proposed or potential developments  
- Hold public meetings and hearings early in the process, before any approvals or commitments are made  
- Commission and release independent impact studies on environmental, infrastructure, and economic effects  
- Ensure community input is meaningfully considered in any future decisions  

Conclusion

Roaring Spring deserves a voice in decisions that will shape its future. Responsible development requires transparency, accountability, and public participation from the very beginning—not after plans are already in motion.

We urge local leaders to take these steps to ensure that any potential project reflects the best interests of our community.
