Petition for Transparency & Accountability at Wolsey Park – Request a Community Meeting

The Issue

The undersigned residents of Wolsey Park, write to formally express our ongoing dissatisfaction with the service delivery and financial management undertaken by Land Trust Residential Services, acting on behalf of Countryside Properties Housebuilding Limited.

Over the past three years, we have experienced a consistent lack of transparency in how our annual service charges are being used. We have not received clear or detailed breakdowns of the services provided, nor have we been issued itemised receipts or evidence of work completed. Instead, we are presented with vague summaries under broad cost categories, with no substantiation or supporting documentation. This falls short of basic standards of transparency and accountability, as outlined by RICS and expected under good property management practice.

Of particular concern is the significant portion of our payments being allocated to the sinking fund, with no accompanying long-term maintenance plan, explanation of intended use, or professional forecast justifying the sums being collected. We are alarmed by the absence of financial clarity and concerned that funds are not being managed in a way that benefits or protects the residents who contribute to them.

We are therefore requesting that Land Trust Residential Services agree to a community meeting within the next eight weeks, where representatives can answer our questions, provide evidence of past and upcoming work, and explain the rationale behind the service charge structure and sinking fund allocations.

Should this reasonable request be ignored or declined, we reserve the right to pursue this matter through formal channels, including the First-tier Tribunal (Property Chamber) or legal action via the County Court, to challenge what we believe to be unreasonable and unjustified charges. We urge Land Trust to engage with the community constructively before further steps become necessary.
