Petition for the Establishment of a Community Liaison Financial Advisor within FEMA

The Issue

Dear Gentle Reader,

I am an advocate of Cocke County, recently declared a natural disaster area due to Hurricane Halene. Like many local residents, I am grappling with the aftermath of this devastating event.

We have witnessed firsthand the challenges our communities face.

I recognize that FEMA is a relatively young organization, it is crucial that we learn from past experiences to improve future responses. Our communities, particularly our elders, understand that time brings lessons, and wisdom is gained through experience.   Do Better Together 

 

I propose the creation of a **Community Liaison Financial Advisor** position within FEMA, a role that should have been established at the agency's inception (strong opinion) This position would focus on effective budget categorization and appropriate fund allocation, empowering each community to grow and develop based on its unique strengths and needs.

 

From our perspective, FEMA’s processes have often been opaque. Instances of eviction without clear communication and dismissive attitudes toward community narratives hinder our recovery. A dedicated liaison would serve as a voice for our communities, ensuring that our concerns are heard and addressed.  

I am also addressing to remove the clause they can take our supplies we spent years canning or saving seeds and medicines and they can confiscate your preparedness.  

I am also petitioning this process go through the liaison. There should be someone to mediate this transaction and currently there is nothing. 

 

I am willing to support this initiative across Tennessee and beyond, bringing my experience and skills to the table. I am Red Cross certified, have studied global economics, I have my degree from Carson Newman University here in Jefferson City Tennessee; Accounting Finance and possess a strong network that can mobilize resources for our communities.

 

The responsibilities of this liaison would primarily be to maintain an up-to-date Use of funds report for management to decide on proposed projects.

Management of the supplies purchased from this transfer of responsibility will be the liaisons obligation and fiduciary responsibility. 

A Penny Saved is a Penny Earned 

 Facilitating communication between local leaders and FEMA; mediator as needed (conflicts of decision) 

I petition for a position that is open for evolving during this test pilot program additive.  It should be a role to bridge the community and the  hard-working; life-saving heroes of FEMA. 

This role requires a background in finance, accounting, economics, and public affairs, paired with a strong understanding of social management, especially in faith-based contexts.

 

FEMA has spent a minimum 18 Billion annually in the last decade, and these expenditures continue to rise. By implementing effective financial management through a liaison, we can ensure that every dollar is spent wisely and directly benefits the communities.

 

We deserve better management of the resources we entrust to our leaders to maintain our honor.
