Petition for Student and Family Safety at FM 1093, Grand Corner Dr, and School Parking

The Issue

We, the undersigned parents, guardians, and community members, are deeply concerned about the safety of students and families at and around our school. Three areas in particular demand immediate attention:

  1. The intersection of FM 1093 and Grand Corner Dr.
  2.  The parking lot where the middle school car line meets the elementary school car line near the playground
  3. Unsafe and hostile parent driving behaviors during drop-off and pick-up

      Since the start of the school year on August 12, 2025, there have already been at least 10 accidents at the FM 1093 and Grand Corner Dr. intersection alone. In addition, parents and staff have observed recurring safety issues in the parking lot and car line, where some parents openly disregard traffic rules. Many attempt to cut from the second lane into the first lane, bypassing the established queue entirely. Even more concerning, some parents have displayed hostility when asked to follow the rules, showing little to no regard for established safety procedures. This behavior not only undermines fairness but creates an unsafe and stressful environment for families and staff.

Children and families should never have to face hostility or unsafe driving behaviors simply for trying to drop off or pick up their children.

Legal Responsibility for Safety

Texas law places a duty on schools and districts to ensure safe environments:

  1. Texas Education Code § 37.0814 (HB 3, 2023):
    Requires every public school campus to have an armed security officer (district police, SRO, or peace officer) on duty during school hours.
    Texas Education Code § 37.2121:
    Requires school districts to coordinate with local law enforcement through memoranda of understanding (MOUs).
  2. Texas Education Code §§ 37.1083 & 37.1084: Establishes the Office of School Safety and Security within TEA, which oversees compliance with safety and security plans, including traffic and access points near schools.
  3. Texas Education Code § 37.109:           Requires each district to maintain a safety and security committee and a comprehensive Emergency Operations Plan (EOP) that includes traffic and student release procedures.

Our Request
We respectfully petition for the school to:

  • Station a police officer or licensed peace officer at the intersection of FM 1093 and Grand Corner Dr. during morning drop-off and afternoon pick-up.
  • Assign a trained officer or staff member in the school parking lot where middle school and elementary car lines overlap near the playground to monitor flow and prevent unsafe driving.
  • Designate a mediator or supervisor during car line hours to ensure parents follow the rules, address hostility, and remind drivers of proper procedures for the safety of all.
  • Formalize these measures through an MOU with local law enforcement, ensuring consistency and accountability. 
  • Integrate these safety improvements into the district’s Emergency Operations Plan, overseen by the school’s Safety and Security Committee.

Why Immediate Action Is Needed

•10+ accidents at FM 1093 and Grand Corner Dr. in less than a month demonstrate a serious ongoing hazard.
•Parking lot congestion where middle and elementary school traffic overlap creates daily risks for children near the playground.
•Unsafe driving behaviors, including lane cutting and hostility toward staff and other parents, increase the likelihood of collisions and create an unsafe environment.
•By law (TEC § 37.0814, § 37.2121, § 37.109), schools are required to coordinate with law enforcement and ensure safe conditions for students and families.
•Preventing accidents and ensuring compliance now is far more effective than responding to tragedies later.
