The Issue

The Issue: Petition to U.S. Authorities: Demand Visa or status Review, and legal Accountability for Marzie Eslami Rasekh for supporting Islamic republic in the soul of the USA. TO: Federal Bureau of Investigation (FBI) Homeland Security Investigations (HSI) Bureau of Industry and Security (BIS) Office of Foreign Assets Control (OFAC) Illumina Legal and Corporate Compliance Department Executive Summary In the interest of global human rights, national security, and the integrity of United States immigration laws, this petition formally requests that U.S. federal authorities and corporate compliance officers conduct a thorough investigation into the Immigration status, affiliations, and employment eligibility of Marzie Eslami Rasekh (also referred to as Marize Eslami Rasekh). Ms. Rasekh is currently employed in the highly sensitive and critical sector of Bioinformatics in San Diego, California. Serious concerns have been raised regarding her alleged active support for and affiliation with the Islamic Republic of Iran—a regime designated by the U.S. government as a State Sponsor of Terrorism. While millions of Iranian citizens endure violent repression, human rights abuses, and economic devastation at the hands of the Islamic Republic, individuals who support or maintain allegiances to this regime should not be permitted to exploit economic, academic, and professional opportunities within the United States. This is particularly critical when such employment involves access to sensitive biotechnology, genetic data, and advanced computing systems. Regulatory and Legal Basis for Action We urge the designated authorities to investigate Ms. Rasekh’s compliance with the following federal statutes and regulations: Immigration & Terrorism Bars (Immigration and Nationality Act - INA § 212(a)(3)(B)): The United States formally designates the Islamic Revolutionary Guard Corps (IRGC) as a Foreign Terrorist Organization (FTO). Under Terrorism-Related Inadmissibility Grounds (TRIG), any individual who provides material support, maintains active affiliation, or acts on behalf of a designated FTO is permanently inadmissible to the United States and subject to visa revocation and deportation. Biotechnology & Data Security (The BIOSECURE Act - S.3469 / H.R.8333): Federal frameworks strictly restrict U.S. companies and laboratories—especially those receiving federal funding—from allowing individuals or entities tied to foreign adversaries to access critical biotechnology, multi-omic, or genetic sequencing data. Export Controls & Technology Transfer (Export Administration Regulations - 15 CFR Parts 730-774): Enforced by the Bureau of Industry and Security (BIS), these regulations control advanced biological software, datasets, and tools. They strictly prohibit individuals associated with arms-embargoed or sanctioned nations, such as Iran, from accessing proprietary technology used to train biological design AI systems or handle sensitive genetic infrastructure. Sanctions Compliance (Countering America's Adversaries Through Sanctions Act - 22 U.S. Code § 9404): This statute mandates strict sanctions against the IRGC and foreign entities backing them. It prohibits corporations and research institutions from providing advanced technical training, scientific collaboration, or financial compensation to individuals aligned with the regime's apparatus. Our Demands to U.S. Authorities and Corporate Leadership We, the undersigned, respectfully demand the following actions: Homeland Security & FBI Investigation: Conduct a formal review of Ms. Rasekh’s immigration file, background checks, and visa application to ensure absolute transparency regarding any past or current ties to the Islamic Republic of Iran or its state organs. BIS & OFAC Enforcement: Investigate whether Ms. Rasekh’s employment in the bioinformatics sector constitutes an unauthorized transfer of sensitive technology or violates active U.S. sanctions against Iran. Corporate Compliance Review: We call upon the Legal and Corporate Compliance Department of her employer (Illumina) to review her access to sensitive genetic data, intellectual property, and proprietary software to ensure full compliance with federal biotechnology safeguards and export control laws. ## Conclusion Justice for the victims of the Islamic Republic requires that those who support an oppressive regime are held accountable under the laws of the free societies they choose to inhabit. We request that U.S. authorities enforce established legal standards to protect national security and uphold the values of human rights and transparency. Sign this petition to show your support for justice, transparency, and accountability, and to ensure that those who benefit from American opportunities also respect the values and laws of the United States. Respectfully,
