Petition for Smart Growth on the Oakton AT&T Site

The Issue

We, the residents of Fairfax County, advocate for smart growth in our community that creates compact, walkable, and mixed-use communities which benefit the entire community. Given the current traffic gridlock conditions experienced on Chain Bridge Road with no immediate remediation plans to improve the road infrastructure, we petition Fairfax County Government to allow redevelopment of the AT&T site for mixed-use of residential & retail but to retain the below current comprehensive plan language:

1. Maintain a .40 FAR and 12-16 dwellings to reflect neighboring developments with allowance for affordable housing;

2. Maintain existing landscaping on the site including the front, sides and back of the property. Proffer the back portion behind the ATT parking lot of approximately 4 acres of mature trees and landscaping to the Oakton Community as park land.

3. Construction of new development roads with entrances to existing roads that will improve and expedite traffic, minimize impacts on nearby residential communities, promote pedestrian safety and be built in accordance with VDOT regulations. 

Specifically, the developer for the AT&T site has requested a change in the Comprehensive Plan to rezone from office to mixed-use for a proposal of 854 residential dwellings PLUS a commercial retail site that would be the same square footage as the Oakton Giant Shopping Center. In addition to proposing a re-zoning change to mixed use; the developer is requesting a density change from .40 FAR to 1 FAR (Floor Area Ratio) and from current zoning of 12-16 dwellings to allowing 26 dwellings per acre plus a large commercial retail center. 

We support smart growth for Oakton that will benefit and enhance our community. However, we are concerned with the Comprehensive Plan amendments requested by the developers for the proposed ATT site at 3033 Chain Bridge Road will negatively impact our overall community.

As currently proposed, this redevelopment would increase the population in Oakton by 6% in an already densely populated area. It would reduce accessible open green space, even with the developer’s proposed zero lot dwellings. Lastly, it will further impact already gridlocked roads and dangerous intersections along Chain Bridge and Jermantown/Blake corridors.

In its current application, the AT&T proposal does not bring benefits that outweigh the impacts to our community. Please sign our petition and support smart growth in Oakton!
