PETITION FOR FORMAL REVIEW OF RACHEL DERISE’S CONTINUED EMPLOYMENT AT ASCENSION AND ENROLLMENT IN THE PENSACOLA STATE COLLEGE NURSING PROGRAM:
A call for Patient Safety, Student Safety, Professional Accountability, and Ethical Standards!!!
We, the undersigned, respectfully call upon **Ascension Sacred Heart** and **Pensacola State College** to conduct an immediate, thorough, and transparent review of Rachel Marie Derise’s continued employment in a patient-care environment and enrollment in the nursing program at Pensacola State College.
This petition is not asking the public to determine guilt or impose punishment outside of the legal system. It is asking the institutions entrusted with educating future nurses and protecting vulnerable patients to evaluate documented conduct, reported safety concerns, and whether appropriate professional and ethical standards are being met.
WHY WE ARE ASKING FOR A FORMAL REVIEW:
On August 23, 2023, Tierra Nicholle Binion was violently beaten by Rachel Derise just prior to Rachel's boyfriend shooting Tierra TEN TIMES ultimately resulting in her horrible death.
According to Tierra’s family and court records provided in connection with this petition, Rachel Derise was involved in an altercation with Tierra before Tierra was fatally shot by Christian Michael Ketchup.
On September 20, 2024, an Escambia County judge entered an adjudication of guilt against Rachel Derise for **Battery – Strike or Touch**.
Christian Michael Ketchup was subsequently convicted of second-degree murder in connection with Tierra’s death.
Tierra was more than the victim of a criminal case. She was a mother. Her twin boys lost their mother and must live with the consequences of that loss for the rest of their lives.
CONCERNS REGARDING THE PENSACOLA STATE COLLEGE NURSING PROGRAM:
Tierra’s family has formally contacted administrators at Pensacola State College requesting that the College review this matter.
The family has also reported receiving concerns from peer nursing students regarding Rachel Derise’s presence within the program and classroom environment.
These concerns deserve to be evaluated by the College through its established procedures.
Pensacola State College's Code of Conduct provides the institution with mechanisms for addressing conduct that may adversely affect the College community or its objectives. We therefore ask the College to determine whether the documented circumstances and concerns reported by students warrant action under its policies.
Nursing students are preparing for a profession built upon trust, judgment, compassion, accountability, patient advocacy, and the protection of vulnerable people.
Those standards matter before graduation—not simply after someone receives a nursing license.
Peer students deserve to feel safe in their learning environment, and the public deserves confidence in the standards applied to those preparing to enter the nursing profession.
CONCERNS REGARDING PATIENT CARE:
The concerns extend beyond the classroom.
Rachel Derise is reportedly employed within the Ascension healthcare system in a role involving interaction with patients as a Patient Care Technician.
That raises a question families have every right to ask:
Are appropriate safeguards and professional standards being applied to individuals entrusted with direct access to vulnerable patients?
Tierra’s family reports that healthcare staff and coworkers have also expressed concerns regarding Rachel's continued presence in a patient-care environment.
We are not asking the public to accept anonymous reports as proven facts.
We are asking Ascension to investigate them.
Healthcare organizations have an extraordinary responsibility because patients are often sick, injured, elderly, medicated, frightened, unconscious, disabled, or otherwise unable to protect themselves.
Patients and their families must be able to trust the people who enter their hospital rooms.
Healthcare workers likewise deserve to know that credible safety concerns involving their coworkers will be taken seriously and evaluated appropriately.
THIS IS BIGGER THAN ONE FAMILY
Tierra's family initially sought accountability because they lost someone they loved. But when concerns involve a nursing program, a hospital, healthcare workers, students, and potentially vulnerable patients, the issue becomes larger than one family's grief.
It becomes a question of public trust and institutional responsibility.
Pensacola State College has a responsibility to its students and the future patients those students may serve.
Ascension has a responsibility to its employees, patients, and the families who trust its facilities with their loved ones.
Neither institution should prejudge an individual based solely upon public pressure. But neither should credible concerns simply be ignored.
Due process and public safety can coexist. A formal review allows both.
WHAT WE ARE ASKING FOR:
We, the undersigned, respectfully request that:
1. Pensacola State College conduct a formal review of Rachel Marie Derise's continued enrollment in its nursing program in light of the documented court record and concerns reportedly raised by students.
2. Ascension conduct a formal review of Rachel Derise's continued employment and patient-facing responsibilities, including any concerns formally reported by coworkers, patients, or members of the public.
3. Both institutions determine whether her continued placement complies with their respective codes of conduct, professional standards, workplace policies, student-safety obligations, and patient-safety requirements.
4. Pensacola State College provide an appropriate formal response regarding whether the concerns submitted to administrators have been reviewed under applicable College policies.
5. Ascension provide an appropriate formal response confirming that the patient-safety and employee-safety concerns submitted to its leadership have been appropriately reviewed.
6. Any students, employees, patients, or witnesses with relevant information be provided an appropriate and confidential mechanism through which they can report their concerns without fear of retaliation.
This process cannot return Tierra to her children. It cannot give two boys their mother back. It cannot erase what her family witnessed or the years of grief that will follow. But institutions entrusted with educating healthcare professionals and caring for vulnerable patients can ensure that legitimate concerns involving safety, conduct, and professional ethics receive meaningful scrutiny.
We ask Pensacola State College and Ascension Sacred Heart to formally review these concerns, protect the integrity of the nursing profession, and place the safety of students, healthcare workers, patients, and the public at the forefront of their decisions.
