Petition for Reform and Accountability Within Quebec’s DPJ/DYP System

The Issue

Protect Children While Respecting Human Rights and the Law

We, the undersigned, are calling on the Government of Quebec and all officials responsible for youth protection services to immediately review and reform the DPJ/DYP system.

Child protection services are meant to protect children and support families. However, many families across Quebec have raised serious concerns about how the system currently operates, including concerns about lack of accountability, poor communication, failure to follow proper legal procedures, violations of human rights, and decisions being made without transparency or good faith.

Families deserve a system that:

Follows the law
Respects human rights
Acts honestly and fairly
Holds workers accountable for misconduct
Protects children without violating the rights of parents and families
We are demanding the following reforms:

1. Mandatory Licensing for All Workers

All DPJ/DYP workers should be required to hold and maintain a professional license in order to work within the child protection system.

2. Criminal Background Checks

All workers should undergo mandatory background checks before employment and at regular intervals during their careers.

3. Mandatory Training Every 6 Months

Workers should complete ongoing training every six months covering:

Human rights
Provincial and federal laws
Ethics and accountability
Trauma-informed care
Communication and conflict resolution
Good-faith investigations and decision making
4. Independent Oversight

An independent oversight body should investigate complaints against workers and agencies to ensure fairness, accountability, and transparency.

5. Protection of Human Rights

All investigations and decisions must respect the rights protected under the Canadian Charter of Rights and Freedoms and the laws of Quebec.

6. Suspension for Non-Compliance

Workers who fail to meet legal, ethical, licensing, or training requirements should be suspended until all requirements are completed.

7. Good Faith Requirement

All reports, investigations, and decisions must legally be made honestly, fairly, and in good faith, with consequences for knowingly false reporting or misconduct.

Children and families deserve a child protection system built on trust, fairness, safety, accountability, and respect for the law.
