We, the undersigned, urge the Waterloo City Council to recognize the severe health risks posed by extreme heat and to take immediate action to protect residents by enacting a bylaw requiring landlords to provide air conditioning or adequate cooling measures once indoor temperatures in rental units exceed a specific threshold. Just as existing bylaws ensure a minimum indoor temperature during cold months, it is imperative to establish a maximum indoor temperature to safeguard the well-being of tenants during periods of extreme heat.

This measure is essential for ensuring safe and livable conditions for all residents, particularly the elderly, children, and those with health vulnerabilities. It is especially crucial for student housing, which often lacks adequate air conditioning. Students should not be forced to endure unlivable conditions while pursuing their education. We believe that everyone deserves a safe and comfortable living environment, and we call on the city council to make this a priority.
