SUBJECT: URGENT: Ongoing Public Safety, Trespassing, and Fire Route Hazards in Our Neighborhood
CRITICAL SECURITY GAP & URGENT ESCALATION (JULY 2026)
A suspect charged with four (4) counts of Break and Enter targeting local homes with children in our immediate neighborhood was recently arrested and subsequently released on bail. The court-ordered release conditions strictly prohibit the individual from entering the specific four addresses previously broken into.
However, because these conditions do NOT restrict the suspect from accessing the shared rear alleyway or surrounding street, adjacent properties and families remain completely exposed and vulnerable. Because law enforcement cannot arrest this individual for mere presence in the shared alleyway under current bail terms, immediate municipal physical intervention—including CPTED lighting upgrades, physical barriers/gating, and strict Fire Route enforcement—is urgently required to protect our community.
Statement of Urgent Request
We, the undersigned residents and homeowners, are submitting this formal petition to demand immediate municipal and law enforcement intervention regarding the severe, escalating public safety crisis and quality-of-life deterioration in our neighborhood over the past five years.
Despite continuous efforts to address these issues individually through standard city reporting channels—including repeated calls to 311, Toronto Police Service (41 Division Non-Emergency and Emergency), and local enforcement—the situation has worsened significantly. Our neighborhood is currently experiencing ongoing disruption, property destruction, home break-ins, and direct threats to public safety.
Key Concerns & Safety Violations
Fire Route & Emergency Access Violations: The alleyway backing onto our private yards is a designated emergency fire route. It is routinely blocked by non-residents loitering continuously, playing excessively loud music, and setting up unauthorized encampments or squats. Blocking this route presents a critical, life-threatening safety risk in the event of a fire or medical emergency.
Escalating Property Crime & Break-Ins: Over the past five years, crime in our immediate vicinity has escalated from public disturbance to severe property crime. Residents have experienced repeated residential break-ins targeting homes with children, garage burglaries, property damage, and unlawful squatting in backyards and private spaces.
Persistent Disturbance & Loss of Security: Unchecked loitering, continuous high-volume music, and criminal activity have deprived residents of the peaceful enjoyment and safety of their own homes and private property.
Inadequate Enforcement Response: Despite regular reporting to 311 and local law enforcement, the community has received no sustained solution or relief. Temporary police presence has proven insufficient to deter repeated unlawful activity without physical infrastructure changes.
Action Requested from City Council & Toronto Police Service
We respectfully demand that Councillor Michael Thompson, Toronto Police Service 41 Division, and the City of Toronto execute the following immediate actions:
Scarborough Community Council Placement: Formally place this petition and safety request on the official agenda for consideration at the next scheduled meeting of the Scarborough Community Council.
Enforce Fire Route Access: Direct Municipal Licensing & Standards (MLS) and Toronto Fire Services to strictly enforce clear access along the rear alleyway and eliminate illegal blockages.
Targeted Police Patrols & Bail Condition Monitoring: Coordinate with Toronto Police Service (41 Division) to implement dedicated, routine foot/cruiser patrols to curb active trespassing, squatting, and break-ins.
Site Inspection & Crime Prevention Through Environmental Design (CPTED): Conduct an immediate city site visit of the rear alleyway with TPS Crime Prevention officers to evaluate lighting, fencing, gating, or physical barriers that would deter illegal loitering and unauthorized entry.
Formal Community Update: Provide a written response to the primary community contact within 14 business days outlining the specific actions and timelines being implemented to restore safety to our street, and schedule a joint site visit with neighborhood residents.
