Prime Minister of Canada,

We, the undersigned residents and supporters in Canada, respectfully urge you and the Government of Canada to implement urgent, compassionate, and time-limited immigration measures in response to the escalating violence and repression in Iran.

In light of the rapidly deteriorating human rights situation in Iran, where widespread protests have been met with lethal force, mass arrests, and severe restrictions on communication, immediate action is required. Many Iranian nationals in Canada, including protected persons, refugee claimants, and individuals holding temporary or permanent status, have been separated from their immediate family members for years due to lengthy processing times, security checks, and restrictive policies. Their loved ones now face heightened and imminent risk.

We respectfully call on the Government of Canada to adopt the following temporary emergency measures:

1. Family Reunification for Protected Persons and Refugee Claimants
   Establish a time-limited public policy to facilitate the issuance of Temporary Resident Permits (TRPs) or Temporary Resident Visas (TRVs) to immediate family members of Iranian protected persons and accepted or pending refugee claimants, enabling safe and timely reunification in Canada.
2. Inclusion of Iranian Nationals Lawfully in Canada
   Extend these family reunification measures to Iranian nationals who are lawfully in Canada and hold permanent or temporary status, allowing them to bring immediate family members facing serious risk in Iran.
   
   
3. Extension of Temporary Public Policies for Iranian Nationals in Canada
   Extend and expand existing temporary public policies for Iranian nationals currently in Canada, including work permit extensions and maintained status, to provide stability and protection during this ongoing crisis.
   
   
4. Flexibility Regarding the One-Year Refugee Claim Bar
   In recognition of the rapidly changing conditions in Iran, we urge the Minister to exercise available discretion through temporary public policy or other lawful mechanisms to ensure that Iranian nationals with newly arising protection needs are not unfairly barred from seeking refugee protection due to the one-year limitation.
   
   By adopting these measures, Canada would uphold the humanitarian objectives of the Immigration and Refugee Protection Act, reaffirm its international protection commitments, and demonstrate leadership in responding to a rapidly evolving human rights crisis.

We urge you to act swiftly and compassionately to prevent further family separation and to protect those at risk. The safety and well-being of countless families depend on timely action.

ما، امضاکنندگان زیر، از ساکنان و حامیان مقیم کانادا، با احترام از شما و دولت کانادا درخواست می‌کنیم که در پاسخ به تشدید خشونت‌ها و سرکوب‌ها در ایران، تدابیر فوری، انسانی و موقت مهاجرتی را به اجرا بگذارید.

با توجه به وخامت سریع وضعیت حقوق بشر در ایران، جایی که اعتراضات گسترده با استفاده از نیروی مرگبار، بازداشت‌های جمعی و محدودیت‌های شدید ارتباطی مواجه شده است، اقدام فوری ضروری است. بسیاری از اتباع ایرانی در کانادا، از جمله افراد تحت حمایت، متقاضیان پناهندگی، و اشخاص دارای وضعیت موقت یا دائم، به دلیل طولانی بودن زمان رسیدگی، بررسی‌های امنیتی و سیاست‌های محدودکننده، سال‌هاست از اعضای نزدیک خانواده خود جدا مانده‌اند. اکنون عزیزان آنان با خطرات شدید و فوری روبه‌رو هستند.

ما با احترام از دولت کانادا درخواست می‌کنیم که اقدامات اضطراری و موقت زیر را اتخاذ نماید:

خانواده افراد تحت حمایت و متقاضیان پناهندگی
ایجاد یک راه موقت  برای تسهیل صدور مجوز اقامت موقت (TRP) یا ویزای اقامت برای اعضای درجه‌یک خانواده افراد ایرانیِ تحت حمایت و متقاضیان پناهندگی پذیرفته‌شده یا در حال بررسی

 اتباع ایرانی دارای اقامت قانونی در کانادا
گسترش برنامه ها ی ویزا مربوط به خانواده های اتباع ایرانی که به‌طور قانونی در کانادا حضور دارند و دارای وضعیت دائم یا موقت هستند، تا بتوانند اعضای درجه‌یک خانواده خود را که در ایران با خطر جدی مواجه‌اند، به کانادا بیاورند.

تمدید سیاست‌های عمومی موقت برای اتباع ایرانی در کانادا
تمدید و گسترش سیاست‌های عمومی موقت موجود برای اتباع ایرانیِ حاضر در کانادا، از جمله تمدید مجوزهای کار به‌منظور ایجاد ثبات و حمایت در طول این بحران ادامه‌دار.

انعطاف‌پذیری در خصوص محدودیت یک‌ساله طرح درخواست پناهندگی
با توجه به شرایط به‌سرعت در حال تغییر در ایران، از وزیر محترم درخواست می‌کنیم که از اختیارات موجود از طریق سیاست عمومی موقت یا سایر سازوکارهای قانونی استفاده نماید تا اطمینان حاصل شود اتباع ایرانی که نیازهای حمایتی آنان به‌تازگی ایجاد شده است، به‌طور ناعادلانه به دلیل محدودیت یک‌ساله از درخواست حمایت پناهندگی محروم نشوند.

با اجرای این اقدامات، کانادا اهداف بشردوستانه «قانون حمایت از مهاجرت و پناهندگان» را محقق ساخته، تعهدات بین‌المللی خود در زمینه حمایت را مجدداً تأیید می‌کند و رهبری خود را در پاسخ به یک بحران رو‌به‌تکامل حقوق بشری به نمایش می‌گذارد.

ما از شما تقاضا داریم با فوریت و شفقت اقدام نمایید تا از جدایی بیشتر خانواده‌ها جلوگیری شده و از افراد در معرض خطر حمایت شود. امنیت و سلامت بی‌شمار خانواده‌ها به اقدام به‌موقع وابسته است.
