This practice can lead to a lack of transparency, the insertion of unrelated provisions (often called "riders" or "pork"), and a confusing process that obscures the original intent of proposed laws. This amendment would require that the text of any bill or joint resolution, once formally introduced in either chamber of Congress, remain fixed and unalterable prior to a final vote on its passage in that chamber. This reform would enhance transparency, streamline legislative debate, and ensure that proposed laws are considered based on their clear, initially submitted content, fostering greater accountability to the American people.

2. Elected Supreme Court Justices with Staggered Terms: The system of lifetime appointments for Supreme Court Justices has raised concerns about accountability and democratic representation, often leading to a judiciary perceived as detached from the evolving values of the populace. This amendment proposes that Justices of the Supreme Court be elected by direct popular vote, serving fixed terms equal to the number of sitting Justices (e.g., nine years if there are nine Justices). Furthermore, elections would be staggered to ensure at least one Justice's term expires annually, promoting regular, predictable turnover and greater accountability to the citizens they serve.

3. Age Limit for Government Officials: The demanding nature of public office, particularly at the federal level, requires significant vigor, mental acuity, and stamina. Concerns have arisen that officials may serve beyond their peak capacity, potentially losing touch with the contemporary American population. This amendment would limit any government official, including Supreme Court Justices, from holding office after their 80th birthday.
