Petition for Congressional Investigation and Oversight of Child Protective Services Agencies

To the Members of the United States Congress,

We respectfully request a federal investigation into the practices and oversight of Child Protective Services agencies across the United States, commonly known as the Department of Children and Families (DCF) or Department of Social Services (DSS), depending on the state.

Across the country, countless families have reported serious concerns regarding the conduct and accountability of these agencies. While the mission of these departments is to protect children, many parents and advocates believe the current system lacks sufficient oversight and transparency, which can lead to misconduct, misrepresentation of facts, and unnecessary family separation.

Many families report that caseworkers and agencies appear to operate with little fear of consequences. Due to legal protections and the difficulty of holding agencies accountable, many workers seem to feel untouchable, knowing that even when complaints are made, investigations are rare and disciplinary action is uncommon. This lack of accountability has created a system where families often feel powerless against agencies that have the authority to drastically impact their lives.

Reports from families nationwide include allegations of:

Caseworkers misrepresenting statements or events in official reports
Attempts to remove children without proper legal authority
Failure to prioritize family reunification, which is supposed to be a central goal of child welfare services
Excessive or unnecessary services imposed on families without clear justification
Lack of accountability when complaints are filed against workers or agencies
Families having little recourse when misconduct or false reporting occurs
Because these agencies have the extraordinary power to separate families, there must be safeguards in place to ensure honesty, transparency, and accountability in every interaction.

We are requesting that Congress:

Launch a nationwide investigation into the practices, oversight, and accountability mechanisms within DCF/DSS agencies.
Evaluate whether federal child welfare funding incentives may unintentionally encourage unnecessary family separations.
Establish stronger federal standards for documentation and evidence used in child welfare cases.
Require child protective services caseworkers to wear body cameras during all in-person interactions with families, similar to law enforcement officers, to ensure accurate documentation and prevent misrepresentation of conversations.
Implement stronger protections for families to ensure due process and transparency in all child welfare proceedings.
Review and reform laws that grant agencies broad immunity from consequences when misconduct or false reporting occurs.
Families deserve a system that truly prioritizes the safety of children while also respecting the rights and integrity of parents. Transparency measures such as body cameras and stronger oversight would help restore trust in a system that currently faces widespread criticism from the very families it is meant to serve.

We respectfully urge Congress to investigate these concerns and implement reforms that ensure fairness, accountability, and protection for both children and their families.
