URGENT: Petition for Comprehensive Regulations for AI initiated by youths

The Issue

Subject: Request for Comprehensive Regulations for Artificial Intelligence (AI) initiated by youths

To policymakers, tech companies, and AI experts;

As a concerned citizen and advocate for the responsible development and deployment of artificial intelligence (AI) in our society, I am writing to emphasize the critical need for comprehensive regulations that address the potential risks, ethical concerns, and societal impact associated with AI technologies. We call for urgent action to keep AI development in line with ethical principles and basic human values.

The rapid advancements in AI have permeated various aspects of our lives, offering immense potential for innovation and progress such as healthcare advancement, environmental monitoring, and energy optimization. However, at the same time, it is crucial to acknowledge the inherent risks and prioritize safety through a well-designed regulatory framework. These risks include but are not limited to cybersecurity threats, identity thefts, job displacement, disinformation campaigns, terrorist exploitation, privacy invasion, fraud, weaponization, copyright infringement, biases, and educational inequalities. It is paramount that we address these risks proactively through the implementation of robust regulations.

I urge the government, tech companies, and AI experts to collectively give urgent attention to these pressing matters and initiate the process of creating comprehensive regulations for AI. By doing so, we can effectively mitigate risks, protect our citizens, preserve privacy, promote fairness and accountability, and prepare ourselves for the transformative changes that lie ahead.

Thank you for your immediate attention to this matter. I eagerly await updates on the government's actions and progress toward implementing comprehensive regulations for AI, with a strong focus on addressing the identified risks and preparing for the age of A.I.

Yours sincerely,

Background story:

As high school students, we have profound concerns regarding the unregulated deployment of A.I. technology that holds the potential to inflict catastrophic harm upon our safety and livelihoods. Beneficial outcomes of AI including healthcare advancement and environment monitoring are tremendous. However, embracing AI does not imply turning a blind eye to the need for appropriate safeguards and guidelines.   We are determined to take charge of our own destinies and protect our present and future.  Therefore, we, the citizens and the inheritors of the consequences of the present, respectfully request that you take immediate action to advocate for comprehensive regulations of A.I. We strongly urge collaboration among governmental bodies, technology companies, and industry experts to collectively and swiftly develop and enforce the necessary safeguards and regulations. Please join us in the cause!!

On May 29, 2023, Elon Musk and Steve Wozniak along with other scientists called for a temporary halt on A.I. development for the risk assessment. (*1)  Simultaneously, a warning statement signed by tech giants and experts including Bill Gates of Microsoft, Sam Altman of Open AI, Demis Hassabis of Google DeepMind, and the godfather of A.I. – Geoffrey Hinton, was published by the Center for A.I. Safety. It says, “Mitigating the risk of extinction from A.I. should be a global priority alongside other societal-scale risks such as pandemics and nuclear war.” (*2)  (*3)

While their alarming words may serve as a clear indication of the magnitude of the potential problems that lie ahead, the problem at hand may seem too vast and/or distant in the eye of the general population, leaving them to question how it could possibly impact their daily lives and what these tech giants are referring to. Therefore, by using our immediate concerns as examples, we hereby illustrate how A.I. has already been affecting our reality. As teenagers contemplating our future paths, we cannot ignore the imminent influence of A.I. Nowadays, many colleges and companies use algorithms in the admission, hiring, and screening processes. Also, with any judgment aside, many students are using the help of A.I. to write resumes and papers. In fact, the role of A.I. has been evolving to encompass everyday tools such as calculators and computers, serving as invaluable assets rather than mere cheating tools for term papers. However, at the same time, we need to recognize that this could lead to potential disadvantages for individuals who lack access to or proper training in A.I., as well as inherent biases from the algorithm, which can perpetuate existing societal biases and discrimination. Another concern in relation to this specific topic would be the replacement of jobs by A.I., posing a threat to livelihoods. According to a report by Goldman Sachs, AI has the potential to replace 300 million jobs. The report also reveals the impact of A.I. across sectors. Administrative professions face a potential automation rate of around 46%, while legal professions stand at 44%. (*4) This report serves as a valuable analysis rather than fear-mongering, shedding light on the real-world implications of AI's integration into various industries.  Additionally, according to the benchmark by OpenAI, the latest A.I. model achieved a score of 298, 90th percentile, on the bar exam in the experiment conducted by two law professors and two employees from the legal technology company, Casetext. (*5)(*7)

Likewise, A.I. has been shaking the creative industry. With just a brief prompt, AIs such as Midjourney and Disco Diffusion can generate stunning graphic images that mimic various styles of renowned artists like Picasso or Caravaggio. Similarly, A.I. has even produced deep fake music albums, presenting a collaborative project between popular artists such as The Weeknd and Drake. (*6) These instances demonstrate the growing capabilities of A.I. in generating innovative and realistic outputs within the creative domain. While we strongly argue that the authenticity of art belongs to its original creators and believe organic art will endure, it would be naive not to consider that some businesses may reduce operation costs and minimize the production time by using AI instead of manpower.

In short, these examples serve as compelling illustrations of how A.I. has permeated both our present existence and our future prospects. For us, these have already become crucial factors to consider when our generation chooses our future paths after high schools.

In the meanwhile, we need to also acknowledge that these aforementioned issues are merely the tip of the iceberg. The range of concerns associated with A.I. extends far beyond the issues mentioned earlier. Urgent attention must be given to addressing the multitude of risks, including cybersecurity threats, identity thefts, job displacement, disinformation campaigns, terrorist exploitation, privacy invasion, fraud, weaponization, copyright infringement, biases, and educational inequalities. Also, we must explore the concept of adapting to the age of A.I. and the profound changes it would entail as it will be our new reality.(*7 & *8) These are the scenarios that we can envision within the constraints of our limited knowledge and capacity as teens. As evident from the report by DeepMind and OpenAI, it is apparent that we are faced with a multitude of complex and diverse issues that demand our careful consideration. (*7 & *5)

So we repeat our manifest; we are determined to take charge of our own destinies and protect our present and future.  Therefore, we, the citizens and the inheritors of the consequences of the present, respectfully request that you take immediate action to advocate for comprehensive regulations of A.I.

We invite you to join us in our cause by signing the attached petition. Together, we can make a difference and create a brighter future. Your support is invaluable.
