[Last Name] 1 PETITION TO THE GOVERNOR OF WASHINGTON AND APPROPRIATE AUTHORITIES WE THE UNDERSIGNED, RESIDENTS AND CITIZENS OF KING COUNTY, SNOHOMISH COUNTY, AND THE STATE OF WASHINGTON, IN RESPONSE TO THE FATAL SHOOTING OF RENEE NICOLE GOOD AND THE ESCALATING VIOLENCE INVOLVING FEDERAL IMMIGRATION ENFORCEMENT AGENTS, and in recognition of the fear, outrage, and insecurity felt across our communities, do hereby call upon the Governor of Washington and all competent authorities to take immediate action to protect the rights, safety, and freedoms of Washington State residents. On January 7, 2026, a United States Immigration and Customs Enforcement (ICE) agent fatally shot 37-year-old Renee Nicole Good, a U.S. citizen and mother of three, during a federal enforcement operation in Minneapolis—a death that has sparked widespread protest and national concern about federal law enforcement and ICE conduct. We are distressed by reports that local officials and community members are questioning the circumstances of this killing and that the incident has ignited fear and unrest across the nation. We further note that Minnesota Governor Tim Walz has ordered the National Guard into a standby posture in response to the unrest surrounding this shooting, with the intent to help maintain peace and protect citizens. We, the people of Washington State, demand: 1. Immediate Standby Activation of the Washington National Guard That our Governor follow the example set in Minnesota and place the Washington National Guard on authorized standby—ready to support civil authorities to protect lives, civil liberties, and public safety in the event of federal law enforcement overreach or threats to community peace. 2. Protection of Washington State residents from Unlawful ICE Violence That our leaders publicly affirm the fundamental right of every resident to life, safety, and freedom from undue federal force and intimidation by ICE, and make clear that ICE or any other federal force must not act with impunity within our communities. 3. A Firm Stand Against Federal Authoritarianism That Washington’s elected officials refuse to tolerate any use of federal armed force that threatens the constitutional freedoms of residents, and that our state government be prepared to act decisively to protect all Washingtonians from federal actions that violate civil liberties or 4. State Legislators draft laws that protect the people. We demand that state legislators draft some a law or laws that enable police to protect civilians from illegal federal violence. Presently, police officers don’t seem to know what to do when faced with ICE committing illegal acts of violence. Let’s change that by drafting some kind of mandate that places the safety of unarmed civilians at the top of the list. No more illegal federal brutality or endangerment of public welfare. We also want a verbal promise of protection made to the people to relieve immediate anxieties regarding ICE violence. We, the undersigned, demand leadership that prioritizes public safety, civil rights, and the constitutional freedoms of all Washington State residents. Our lives and liberties are not negotiable. Any formal response to petitions will be communicated via an official press release or statement.] Governor Ferguson is firmly dedicated to upholding the rights of all Washingtonians, and is in constant communication with Washington’s top military officials, our congressional delegation, county executives, city leaders, state legislators, and community organizations about the ongoing immigration crackdown coming from the federal government. On Monday, January 26, Governor Ferguson held a press conference with Attorney General Nick Brown to denounce the unconstitutional actions of ‘out of control’ ICE agents in Minneapolis. The Governor is preparing for a similar escalation here in Washington, should the federal administration choose our state as its next target. The law significantly restricts the extent to which local law enforcement agencies may participate in enforcement of federal immigration laws. Just yesterday, SB 5855, sponsored by Senator Javier Valdez, passed through the state senate. That law will bar law enforcement from wearing face coverings. My team and I have been working with key partners across jurisdictions to make sure we are taking a unified approach. I am glad that we have important protections in place at the state and local levels, but clearly, more are needed. We have more legislation we are currently working on to tee up additional protections and codify King County’s commitment to protecting our residents from ICE – so more to come. However, here are some concrete steps I have already passed to help our immigrant community members: • Sponsored and passed a motion this week that calls for an immediate halt to violent ICE agent deployments and dangerous surges in cities across the country. The motion asks Congress to immediately impose key guardrails on DHS: a) End lawless enforcement including by requiring DHS to obtain warrants, stop using masked agents for immigration enforcement actions, and prohibiting enforcement at sensitive locations; b) End detention abuses by ending the use of private, for-profit detention prisons, prohibiting funding for facilities that threaten the health, safety, or due process rights of detained people, and restoring access to bond hearings; and c) Rein in DHS by ensuring independent investigations of lawlessness and violence perpetrated by immigration agents and meaningful consequences for agents engaging in unprovoked violence and violations of individuals’ constitutional rights. • Sponsored and passed the “Welcoming County” motion, which reaffirmed King County’s support for the immigrants who make our county, region, and country a better and richer place. It also called for specific actions from our Executive branch and the Council, like increasing funding for Know Your Rights trainings and legal representation, putting up clear signage in all County properties to indicate public spaces, limited public spaces, and private spaces, and instituting greater safeguards around technology that could be used to surveil our neighbors or use their information for ICE enforcement; • Sponsored the budget allocations for over $5 million over 2024-2027 towards organizations providing services tailored to immigrants, including Know Your Rights trainings, legal representation, housing navigation assistance, and more; • Passed a resolution through the Board of Health advocating for low-cost or free access to medical care for undocumented people; • Sponsored a budget proviso requesting a master list of all surveillance equipment currently in use at the County in any department, which tees up legislation that will set out a process that incorporates meaningful community oversight and an equity analysis for any future acquisition of surveillance technology, similar to Seattle’s surveillance ordinance; • We are currently working on forthcoming legislation to: a) prohibit federal immigration enforcement authorities from using county-owned property for any purpose without a signed judicial warrant; and b) to increase protection against ICE for emergency responders and people in sensitive locations like churches, schools, doctors’ offices, social service agencies, and shelters.
