A Life That Deserves a Second Chance

Conor Samuels was once a young man with a bright future ahead of him. He was a 4.0 GPA student attending college on a full-ride scholarship, working hard to build a life that would make his family and community proud.

But like many young people, Conor made the mistake of surrounding himself with the wrong crowd. Influenced by older individuals and caught in a situation that quickly spiraled out of control, he found himself involved in a tragic incident that would change his life forever.

What followed was a devastating outcome.

Despite no witness identifying Conor as a participant in the violent act and no physical evidence connecting him to a weapon, he received the same harsh sentence as the person who initiated the fight and carried the weapon that caused the fatal injuries.

Conor had no prior criminal history. Yet he was swept into a case where the distinctions between individuals’ actions were overshadowed, resulting in a sentence that many believe does not fully reflect his actual role.

For the past 11.5 years, Conor has lived with the consequences of that moment. Instead of giving up, he chose to grow.

During his incarceration, he has committed himself to becoming a better person and preparing for a meaningful life beyond prison walls. His achievements include:

Maintaining a 4.0 GPA while earning a degree from Great Basin College
Completing two Health Science degrees
Finishing numerous self-improvement and educational programs
Graduating from a highly demanding military-style rehabilitation program with only a 1-in-4 completion rate
Maintaining a completely clean disciplinary record throughout his incarceration.

These accomplishments show the character of a man who has refused to let prison define him.

Conor has taken responsibility for the poor choices that placed him in that environment. He has spent more than a decade reflecting, learning, and changing his perspective. Today, he is focused on building a life dedicated to education, responsibility, and positive impact.

 


If given the opportunity to return home, Conor plans to continue his education by completing a Bachelor’s degree in Finance and pursuing a Master’s degree in Finance at California State University, Northridge. He hopes to participate in Project Rebound, a program that supports formerly incarcerated individuals in rebuilding their lives through higher education.

 


Conor has already served over eleven years of a 14.5-year sentence. He has demonstrated growth, accountability, and a sincere commitment to becoming a productive member of society.

 


This petition is not about ignoring what happened. It is about recognizing rehabilitation, fairness, and the power of second chances.

 


We respectfully ask that Conor Samuels’ case be reviewed for clemency, pardon, or sentence commutation, allowing his individual circumstances and remarkable rehabilitation to be fully considered.
