As young members who witness these environmental challenges daily on our way to school, we believe that a safe and healthy environment is not just a privilege but a fundamental right for all residents. The deteriorating conditions in Barangays Pinagbuhatan, Nagpayong, Rosal, and M.H. Del Pilar demand urgent attention from our local leaders. As students and future leaders of this city, we recognize our responsibility to speak up for the health, dignity, and future of our community. This petition represents our united call for accountability, action, and lasting change in how we manage our environment and protect the well-being of every resident.

The current waste management crisis in Barangays Pinagbuhatan, Nagpayong, Rosal, and M.H. Del Pilar poses serious threats to public health and environmental safety. Uncollected garbage piles up along roads, clogged canals worsen flooding during heavy rains, and improper waste disposal creates breeding grounds for disease-carrying mosquitoes and rodents. These conditions spread diseases like dengue and leptospirosis while polluting air and waterways through open dumping and burning. Students walking to school daily witness deteriorating road conditions and unpleasant odors that disrupt community life and diminish neighborhood pride.

The Environment: Reduced land, water, and air pollution protecting local ecosystems and ensuring safer travel routes
Public Health: Decreased disease transmission, particularly benefiting vulnerable children and elderly residents

We call upon local government and barangay officials to implement immediate action through:

Strengthen garbage collection services with regular schedules covering all areas, including narrow streets
Enforce waste segregation by providing adequate bins and establishing functioning Materials Recovery Facilities (MRFs)
Repair roads and drainage systems to prevent flooding and maintain cleaner surroundings
Conduct community education programs in schools teaching proper waste management and recycling practices
Implement strict penalties against littering and illegal dumping while providing incentives for proper waste management
Establish recycling centers and composting programs to reduce overall waste volume
Ensure consistent collection services with backup plans during holidays and emergencies
Under Republic Act No. 9003 (Ecological Solid Waste Management Act of 2000), these actions are legally mandated responsibilities. Through collective effort and stronger enforcement, we can create lasting environmental transformation for current and future generations.
