Petition For Change Within Mounds View Parks and Recreation
The Issue
To City Leadership, Parks & Recreation Administration, and Relevant Oversight Staff,
We are writing as a group of concerned families participating in Mounds View Parks and Recreation programs to formally express serious concerns regarding ongoing leadership, communication, and program management issues within the department.
While our immediate concern relates to the current 2026 summer soccer season, this letter reflects a broader pattern that many families have experienced across multiple seasons and years.
Most recently, families were informed on May 21 that game schedules would be posted by May 28. As of June 4, schedules had still not been posted despite games beginning in less than one week, and there has been zero communication regarding delays, updated timelines, or expectations.
Unfortunately, this is not an isolated concern.
Repeated issues raised by families include:
• Missed timelines and deadlines
• Inconsistent or absent communication with families and coaches
• Recurring scheduling and organizational issues
• Last-minute changes that create challenges for working families
• Unprofessionalism including behavior and actions that fall below standards (such as communication outside of work hours, consistently neglecting to proofread communication resulting in many typos, and use of emojis in communication)
• Concerns that problems persist year after year without meaningful improvement
These ongoing issues create real impacts on families trying to coordinate work schedules, childcare, transportation, vacations, and volunteer commitments. Coaches and volunteers are also placed in difficult positions when information is delayed or unavailable.
We understand that youth programming is complex and that unexpected challenges arise. However, the frequency and consistency of these concerns suggest larger issues related to program oversight and leadership rather than isolated circumstances.
For this reason, we are requesting:
1. Immediate communication regarding current program delays and timelines
2. A formal review of program leadership, management practices, and communication processes, with results made available to the public and families participating in Parks and Recreation leagues
3. An opportunity for family feedback to be collected and reviewed by leadership outside of Parks and Recreation staff being directly involved
4. Administrative review of whether current leadership is effectively meeting the needs of participating families and the community
Our intention is not simply to express frustration and raise concerns. Numerous families have already chosen to participate in other cities that have sports programs within this league, due to their highly efficient programs. We share a common goal of ensuring community programs are reliable, well-supported, and trusted by families year after year. Many families believe additional improvements would help strengthen confidence in these programs, and we welcome opportunities to collaborate with city leadership in supporting those efforts.
At this point, many families have lost confidence that current leadership practices are producing the level of organization, communication, and accountability our community expects. Many families feel that substantial changes are needed within Mounds View Parks and Recreation in order to restore that confidence. We believe these concerns warrant thoughtful administrative review and meaningful action to rebuild trust within the community.
We respectfully request acknowledgment of this letter and immediate communication regarding next steps.
