Petition for CHANGE of Fountain County, IN solar ordinance

The Issue

ATTENTION FOUNTAIN COUNTY INDIANA! We the undersigned are petitioning for the solar ordinances of Fountain County, IN to be changed to no longer be an approved use for agriculture or industrial or business zoned land and also require a special permit that includes public hearings and notification of neighboring/adjacent property owners and notification of the community. Additionally similar guidelines that are currently being used for wind turbines in Fountain County should be included in the solar ordinance. These guidelines include but are not limited to Property Value Guarantee, Fire and Emergency Response plan and requirements, Dust Control, detailed Decommissioning Plan, Not Essential Services classification, Waste Management and requiring the solar developer to notify every household and landowner within 2 miles of a planned solar project of their intentions to develop a solar farm in the area by certified letter prior to meeting with landowners to secure leases and holding private meetings with residents.

The current ordinance makes it too easy for solar to come to our county and does not require notification of adjacent properties or give the public a chance to voice its concerns in a public hearing. The current solar ordinance was written with input from Ranger Power (a solar company planning to build in Fountain County) and REMOVED the requirement for public hearings when approving a solar application. Private Companies should NOT be allowed to 'write their own ordinance.' 

The residents of Fountain County are taking a stand and the solar ordinance needs to be changed to protect the residents of our county instead of a private industry (solar developers). If we do not change these policies then more and more solar will come to our community and the fields around your house will be full of solar panels instead of crops. 

Please sign this petition and come to the next Plan Commission Meeting to make your voice be heard!

Meetings are held in the Fountain County courthouse at 6pm on either the 3rd or 4th Thursday of each month. Upcoming 2024 meeting dates are as follows: April 25, May 23, 2024, June 27, July 25, August 15, September 26, October 24, November 21, and December 19. 

Industrial solar companies coming to our community effect us all. Replacing productive farm land with row after row of black panels not only ruins the beautiful country landscape but also lowers property value and brings many other concerns to neighbors and residents. 

Fountain County's current solar ordinance makes solar an acceptable use for any land that is zoned agriculture, industrial or business with no special permit required. This means that adjacent properties and fountain county residents do not legally need to be notified of plans involving installation of industrial solar plants in our county.  Sign this petition to let our representatives know that we do not agree.
