The Issue
📍 The Issue:
- Many children and families cross here daily on their way to school and the park.
- Cars often speed along Rathburn Rd E, making it dangerous for pedestrians.
- There is no marked crosswalk, leaving kids and parents to cross unsafely.
👨👩👧👦 Why We Need a Crosswalk:
- Protects children walking to and from school.
- Ensures safer access for strollers, seniors, and people with mobility needs.
- Reduces risk of accidents in a busy traffic zone.
🏢 City’s Response:
The City reviewed our request and found that the intersection doesn’t meet provincial standards for additional safety signals:
- Traffic counts: Just 13–32% of what’s required for traffic lights.
- Pedestrian counts: Only 28% of the volume needed; delays were also insufficient.
- Collision data: No repeating patterns that traffic signals would address.
- Bottom line: The City concluded the intersection doesn’t qualify for traffic or pedestrian signals.

City Response Summary (Councillor John Kovac)
The City of Mississauga has done three traffic studies at Rathburn Rd E and Chalfield Lane since 2023 to see if a traffic signal or pedestrian signal (crosswalk with lights) is “warranted” under Ministry of Transportation Ontario (MTO) rules. Their counts showed that:
- Vehicle volumes and delays only met 8% and 28% of the required thresholds for a full traffic signal.
- Pedestrian volumes met 47% of the minimum needed, and did not meet the delay requirement because there were “insufficient” pedestrians recorded during their 8-hour study windows.
- The past 3 years of reported collision data did not show a pattern the City believes could be “fixed” by adding traffic lights.
Because of this, the City is not recommending a traffic signal or pedestrian signal at this time, and points residents to the existing signalized crossings at Central Parkway E and Woodington Dr.
However, they do say:
- They will continue to monitor this intersection as traffic and the area change.
- The City is doing a city-wide review to add crossings (signals or pedestrian crossovers) at locations that may not meet traditional technical warrants but are still considered important because of speed, road design, nearby land use, transit stops, and distance to the nearest safe crossing.
Our community believes that, despite these technical thresholds, the daily reality for children, families, seniors, and bus riders crossing at Chalfield and Rathburn shows an urgent need for a safe, direct crossing at this location.

As of today, I have formally sent an email to Councillor John Kovac, our Ward 4 representative, regarding the urgent need for a crosswalk at Chalfield Lane and Rathburn Road East.
When you sign this petition, I kindly ask that you also leave a personal comment. Sharing your own experiences and concerns will give Councillor Kovac and city staff a stronger impression of just how dire this situation has become. We want action taken before someone is seriously hurt—or worse.
