Petition content in brief:

Your Honor:
Abstract: Food stamp spending has surged. Costs have been climbing since the program began in the 1960s, recession or not. Over roughly the past decade, food stamp spending jumped from $19.8 billion in 2000 to $84.6 billion in 2011. See:  http://blog.heritage.org/2013/07/04/seven-reasons-to-reform-food-stamps/

It is currently $86 billion a year.

Marginal food stamp funding will be cut as of November 2013, however, it's not enough. Expensive cuts of meat, junk food and soda pop needs to be removed from the food stamp program, and NO MORE FREE CELL PHONES and "spending cash".  PHOTO ID should be MANDATORY prior to check out (e.g., driver's license, or any photo ID card) to cut down on food stamp fraud.  Further harsher laws against food stamp fraud should be enacted.   USA is over $17 trillion in debt and cannot afford the waste.

Sincerely,

"Authors of recent Journal of the American Medical Association studies looking specifically at obesity found that children and adolescents (2 to 19 years old) who were screened from 2009 to 2010 had a 16.9 percent obesity rate, and adults had a 35.7 percent obesity rate."

Every single morbidly obese person will tell you, "I don't eat much". What they won't tell you is that they SNACK all day on potato chips, cookies, etc etc and soda pop, paid for by our food stamp waste and mismanagement.

Horrendous waste in food stamp program including fast food.

 (1) People on food stamps get all the junk food and expensive cuts of meat they want: The food stamp program should also be modeled after a person on a budget: Most people who work for a living with modest income cannot afford a T-Bone steak or lobster, and other expensive cuts of meat, which currently food stamps also get. This is waste. Junk food, cake, pasteries, potato chips, should not even be on the food stamp program at all, and including soda pop--note if the food stamp program restricts alcohol, it can also restrict junk food, soda pop, junk food and expensive cuts of meat as well. (NOTE: Florida's WIC food stamp program already has most severe restrictions on the foods that may be purchased - this is *NOT* unconstitutional-WIC has been in place for decades.)

(2) US Government role as enablers-- sponsoring, rewarding dependence from lifestyle of gluttony: Most obese are on disability due to severe corpulence and its complications (back pain, diabetes, heart, lung, and kidney diseases)-so the $86 billion dollars a year to fund food stamp program is actually *quadrupled* considering disability and Medicare/Medicaid these disabled obese people are getting - *including multiple hospitalizations* - multitudes of very expensive medications, which we tax payers are funding to sustain their supreme corpulence and government sponsored dependence so they may indulge in the deadly sin of gluttony. The root cause of their disability is obesity and they are getting food stamps, sustaining unlimited quantities of junk food and confections including soda pop.

"Whose end is destruction, whose God is their belly, and whose glory is in their shame, who mind earthly things." Philippians 3:19.

(3) Food stamp fraud prevention intervention: Some recipients are home-bound thus a family member buys for that person-the recipient's name including *authorized users* who purchase for the client should appear on the card--anybody using these cards should require photo identification (driver's license or picture ID) prior to purchasing. Reason: Many recipients have sold their debit card for alcohol, drugs, illegal substances - our tax money is patronizing the Drug Cartel. This must stop.  Food stamp fraud should be classified as Government fund embezzlement, because it is.

Thank you for considering smart and efficient legislation.

" Ohio State University, has calculated that, controlling for socioeconomic status, women who received food stamps were more likely to be overweight than non-recipients. They gained weight faster while receiving assistance than when not.")

"For FY 1997, Congress appropriated $43 billion for the 15 food and nutrition assistance programs, which represents 75% of the entire USDA budget of $59.1 billion." (see http://www.ssa.gov/policy/docs/progdesc/sspus/foodstmp.pdf). PS-the cost of food has gone up over double since 1997.

AS OF 2011, "Food stamps cost the nation about $69 billion a year – about one-eighth the cost of Medicare."  http://www.journalgazette.net/article/20110825/EDIT07/308259998/1147/EDIT07

"The food stamp cuts would total $8 billion over the coming year and $34 billion over a decade. The program has been expanded greatly over the past few years — enrollment tops 46 million nationwide, up from about 33 million in 2009 — and now costs about $86 billion a year. The average monthly benefit for a family of four is about $500, according to the Center on Budget and Policy Priorities, a liberal research and advocacy group." http://www.dailyfinance.com/article/gop-wants-to-cut-food-stamps-in-deficit/2161785/

NO MORE FREE PHONES AND CASH.
STRICTER LAWS against food stamp fraud and require photo id before checking out.

Solutions:  Food stamps will be cut as of November 2013, however, it's not enough.
