📝 Petition: End Blanket Cash Withdrawal Restrictions on Older Adults
The Issue
✊ Stop Punishing Individuals — Target the Criminals
We call on the UK Government and financial institutions to immediately remove blanket restrictions on cash withdrawals for older adults. These policies are unjust, discriminatory, and deeply harmful — punishing individuals instead of protecting them.
💬 A Real Story That Should Never Happen
Yesterday, I witnessed a man in a bank trying to withdraw cash for a funeral. He was elderly, calm, and clearly grieving. Staff questioned him for over twenty minutes about why he needed the money. He was visibly distressed, almost in tears. In the end, he left without the cash.
This was his money. When he opened his account, he did not agree to these restrictions. He did not consent to being treated like a suspect.
🧠 Age Does Not Equal Vulnerability
Let’s be clear: being over 60 does not make someone incapable of managing their finances. Many older adults are doctors, nurses, firefighters, politicians — even the Prime Minister is over 63. Should we assume he’s too vulnerable to handle his own money? Should he be barred from leading the country because of his age? Of course not.
Blanket policies that treat all older people as vulnerable are not protective — they are patronising. They erase the dignity, intelligence, and independence of millions.
🔍 The Data Is Missing — And That’s a Problem
There is no clear national data on how many older adults are affected by cash-only scams. What we do know is that older people are more likely to report fraud — not necessarily more likely to fall for it. This reporting bias creates a distorted picture, leading to overreaching restrictions that hurt the very people they claim to protect.
💸 It’s Our Money — Not the Government’s
The right to access your own money should never be age-dependent. The government and banks have no moral or legal right to control how, when, or why we withdraw our own funds.
We need targeted protections against fraud — not sweeping controls that treat every older adult as a potential victim.
📣 What We’re Demanding
We call for:
The removal of blanket cash withdrawal restrictions based on age.
Transparent data collection on scam types and reporting rates across all age groups.
Respectful, case-by-case support — not suspicion and interrogation.
A public commitment from financial institutions to uphold dignity and autonomy for older customers.
⚖️ Age Discrimination and the Law
We believe that blanket restrictions on cash withdrawals for older adults amount to age‑based discrimination. Under the Equality Act 2010, age is a protected characteristic. Treating all people over 60 as inherently vulnerable, regardless of their competence or circumstances, is unfair, unjust, and potentially unlawful. These restrictions punish individuals instead of criminals, erode dignity, and deny people equal access to their own money.
We therefore call on Parliament, the Treasury, and the Financial Conduct Authority to investigate whether current banking practices breach the Equality Act, and to ensure that older adults are treated with respect, autonomy, and equality under the law.
📢 What Will Happen Next
This petition will not sit idle. Once signatures are gathered, I will:
Present it directly to Parliament — ensuring MPs across parties see the strength of public feeling against blanket cash restrictions.
Lobby the Prime Minister and Chancellor of the Exchequer — to demand that financial autonomy is respected for all citizens, regardless of age.
Engage with the Treasury Select Committee — to highlight the missing data on cash scams and the unfairness of punishing individuals instead of criminals.
Work with regulators such as the Financial Conduct Authority (FCA) — to push for policy change that protects rights without stereotyping older adults.
Raise the issue with Age UK, Citizens Advice, and consumer rights groups — so that advocacy organisations can amplify the voices of those affected.
This petition is about dignity, fairness, and the right to control our own money. By lobbying government, regulators, and advocacy groups, we will make sure this injustice is not ignored.
