Petition Against the Proposed Draft Plan of Subdivision

This petition requests the Prince Edward Planning & Development Committee, as well as the developer Hilden Homes, halt and revise the current subdivision plan for Fawcettville. We respectfully petition to halt this subdivision plan due to several concerns that impact our community's environment, wildlife, infrastructure, and overall well-being.
For context, the existing Fawcettville subdivision covers approximately 20 acres with 49 dwellings, whereas the proposed subdivision will accommodate 85 dwellings, including both single detached homes and townhouses, on just 5.49 hectares (13.566 acres). This represents a significant increase in density within a very small space, all reliant on a single access road.
Current Fawcettville residents, as well as other Prince Edward County residents have put forward concerns to the proposal and wish for the Planning & Development Committee and Hilden Homes to hear the concerns and make amendments to the current subdivision plan. Some of these concerns were said during a public meeting held in April 2024. Another public meeting will be held June 19, 2024 where the proposal will be discussed further and locals will have a chance to speak of their concerns.
Listed below are some of the concerns of local residents:
- significantly lower the natural habitat and wooded area for local wildlife, causing displacement of numerous species.
- Current residents of the subdivision have observed an increase in sightings of displaced species such as foxes, opossums, coyotes, and deer due to the impact of other newly developed subdivisions in the area.
- There are 44 endangered Butternut trees on the property, with 16 deemed retainable. Allowing a developer to simply pay a fine for destroying these protected trees undermines the efforts to preserve endangered vegetation. This sets a bad precedent for the disregard of environmental protection and the conservation of endangered species.
- Some species listed as “at risk” may be impacted by this development. These include: little brown bats, northern long-eared bats, tri-coloured bats and eastern small-footed myotis bats.
- Doubling the number of dwellings will add strain on the already limited municipal water and sewage services.
- The current subdivision has only one access road and no sidewalks. The increased traffic from the new development poses safety and traffic risks for residents, especially pedestrians.
- Potential for the financial burden of infrastructure will fall on the existing residents through increased taxes.
- New development proposes smaller lot sizes compared to the current subdivision.
- There appears to be no consideration for addressing the current affordable housing crisis in PEC.
