Here is a current update on the proposal to put a 7/24/365 biogas facility in the middle of a residential neighbourhood in Scarborough.

We currently have full support of the Councillor Jennifer McKelvie and Mayor John Tory in opposition to this proposal. We also have support of the local school board trustees for both the Catholic and Public school boards. Our MP has also shown support for our objection to this proposal.

There has been significant objection through the formal process of the ECA (Environmental Compliance Agreement) and that proposal is now being formally evaluated by the Ministry. We do not have any timelines how long this evaluation will take place.

The existing facility at 633 Coronation is currently operating a waste processing operation, and has generated some concerns over the last few months. The approval this facility has through the ECA process clearly states that the facility "must adhere to all local noise bylaws" - And Toronto has a bylaw in place that prohibits excessive noise after 7pm every evening and all day sunday. There have been a number of noise complaints being raised, and if you do hear excessive noise coming from the existing facility (ie: backup beepers, heavy trucks etc late in the evening) - please email moe.tips.moe@ontario.ca . - Including any photos, videos and recordings will help us with our objections.

Unfortunately, City of Toronto noise by-laws are currently circumvented. The Government of Ontario, through Ontario Regulation 71/20 (part of the emergency Covid regulation), has removed the City's authority to prohibit or regulate noise made in connection with the delivery of goods. Since goods have not been defined, this appears to include the transfer of waste - which we are fighting to get clarification on.

Even more disturbing, is the Ontario government is trying to make this regulation permanent through a new regulation currently under review. 

Take Action! There is currently an Environmental Registry of Ontario (ERO) open until Nov. 21, 2020 for your comments on “Limiting municipalities from regulating noise related to the delivery of goods to certain businesses.”
Please add your voice to make clear that facilities under the term “waste 
depot” must be exempt from any such noise-complaint limiting legislation We need to force the government to define “goods distribution facilities” as only those facilities that provide goods to retail establishments,
restaurants including cafes, bars, hotels and motels. Go to ero.ontario.ca and key in ERO# 019-2514. Ontario Regulation to override local noise bylaws 

We need to be heard.

Finally, it seems a lot of these updates are getting blocked or people have them going to their spam folders. Please talk to your neighbours and let them know of this update.
