Se poutèt sa nou mande sa ki annapre yo:

1. Rezidans obligatwa

Tout otorite, fonksyonè Leta, madanm oswa mari yo, patnè yo, pitit yo, ak byen yo dwe rete nan peyi a.
Yo dwe abite nan depatman oswa nan komin yo dirije oswa yo reprezante a.

2. Obligasyon pou edikasyon piblik

Tout pitit otorite ak fonksyonè Leta dwe ale lekòl piblik ak inivèsite Leta ki nan depatman oswa nan komin paran oswa responsab yo reprezante a.

3. Transparans pou etid aletranje

Nous appelons tous les citoyens à accomplir leur devoir civique en soutenant cette pétition, qui exige que toutes les autorités publiques haïtiennes, ainsi que leurs familles immédiates, vivent dans la communauté qu’elles servent en Haïti et demeurent pleinement responsables devant les communautés qu’elles représentent.

Nous demandons donc ce qui suit :

1- Résidence obligatoire:

Toutes les autorités, les fonctionnaires de l’État, leurs conjoints ou partenaires, leurs enfants et leurs biens doivent demeurer dans le pays. Ils doivent résider dans le département ou la commune qu’ils dirigent ou représentent.

2- Obligation d’éducation publique:

Toutes les progénitures des autorités et des fonctionnaires de l’État doivent fréquenter des écoles publiques et des universités publiques en Haïti situées dans le département ou la commune représentée par leur parent ou tuteur.

3- Transparence concernant les études à l’étranger:

Si l’enfant d’une autorité ou d’un fonctionnaire de l’État étudie à l’étranger, l’autorité ou le fonctionnaire concerné doit financer personnellement ces études et non aux frais des fonds publics. Il doit également fournir des preuves claires et vérifiables de la manière dont ces dépenses seront couvertes.

4- Obligation de soins de santé publics:

Toutes les autorités, les fonctionnaires de l’État, leurs conjoints ou partenaires et leurs enfants doivent recevoir des soins médicaux exclusivement dans les hôpitaux publics du département ou de la commune qu’ils représentent.

5- Contrôle de l’État sur les ports:

Nous demandons que l’État haïtien exerce un contrôle strict sur tous les ports nationaux et frontaliers, en assurant une surveillance draconienne de toutes les marchandises ou produits entrant et sortant du pays.

6- Utilisation des langues maternelles:

Les autorités doivent s’adresser à la population dans la langue maternelle parlée (Créole) par nos mères et nos pères, afin que tous les citoyens, qu’ils sachent lire ou non, puissent comprendre et participer à la vie civique.

7- Conditions d’éligibilité à la représentation électorale:

Chaque fois qu’un Conseil électoral est formé ou qu’un représentant est sélectionné, la première exigence doit être que le conjoint, les enfants et les biens de ces fonctionnaires ou candidats se trouvent dans le pays, ainsi que dans le département ou la commune qu’ils souhaitent représenter.

 

8- Révocation immédiate en cas de tromperie:

Toute autorité qui trompe la vigilance de la population concernant ces exigences doit être immédiatement démise de ses fonctions. Et doivent être définitivement interdites d’occuper toute fonction au sein de l’État.
Nous affirmons que les affaires de l’État doivent rester enracinées dans le bien-être des familles et des communautés, afin que ceux qui détiennent le pouvoir demeurent proches, responsables et engagés dans la vie des populations qu’ils servent.

Nous nous inscrivons fermement cette démarche citoyenne dans le cadre d’une révolution pour un changement systémique.

We call upon all citizens to fulfill their civic responsibility by supporting this petition, which demands that all public authorities, and their immediate families, live among the people they serve and remain fully accountable to the communities they represent.

We therefore demand the following:

1.⁠ ⁠Mandatory Residency

All authorities, government officials, their spouses or partners, their children, and their assets must remain within the country.
They must reside in the department or municipality they govern or represent.

2.⁠ ⁠Public Education Requirement

All children of authorities and government officials must attend public schools and public universities located in the department or municipality represented by their parent or guardian.

3.⁠ ⁠Transparency in Foreign Education

If a child of an authority or government official studies abroad, the responsible authority must personally finance those studies.
They must also provide clear, verifiable proof of how those expenses will be paid.

4.⁠ ⁠Public Healthcare Requirement

All authorities, government officials, their spouses or partners, and their children must receive medical care exclusively in public hospitals within the department or municipality they represent.

5.⁠ ⁠State Control of Ports

We demand that the State exercise full control over all national ports, ensuring strict oversight of all goods entering and leaving the country.

6.⁠ ⁠Use of Native Languages

Authorities must address the population in the native languages spoken by our mothers and fathers, ensuring that all citizens—regardless of literacy—can understand and participate in civic life.

7.⁠ ⁠Eligibility for Electoral Representation

Whenever an electoral council is formed or a representative is selected, the primary requirement must be that the candidate’s spouse, children, and assets are located within the country and within the department or municipality they seek to represent.

8.⁠ ⁠Immediate Removal for Deception

Any authority who deceives the population regarding these requirements must be removed from office immediately.
Such individuals must be permanently barred from holding any position within the State.

We affirm that matters of the State must remain rooted in the well-being of families and communities, insuring that those in power remain connected, accountable, and invested in the lives of the people they serve.

We stand firmly within the framework of a revolution for systemic change.

Hacemos un llamado a todos los ciudadanos para que cumplan con su responsabilidad cívica apoyando esta petición, la cual exige que todas las autoridades públicas —y sus familias inmediatas— vivan entre las personas a quienes sirven y permanezcan plenamente responsables ante las comunidades que representan.

Por lo tanto, exigimos lo siguiente:

1. Residencia obligatoria

Todas las autoridades, funcionarios del Estado, sus cónyuges o parejas, sus hijos y sus bienes deben permanecer dentro del país.
Deben residir en el departamento o municipio que gobiernan o representan.

2. Requisito de educación pública

Todos los hijos de autoridades y funcionarios del Estado deben asistir a escuelas públicas y universidades públicas ubicadas en el departamento o municipio representado por su padre, madre o tutor.

3. Transparencia en la educación en el extranjero

Si un hijo de una autoridad o funcionario del Estado estudia en el extranjero, la autoridad o el funcionario responsable debe financiar personalmente esos estudios.
También debe proporcionar pruebas claras y verificables de cómo se pagarán esos gastos.

4. Requisito de atención médica pública

Todas las autoridades, funcionarios del Estado, sus cónyuges o parejas y sus hijos deben recibir atención médica exclusivamente en hospitales públicos dentro del departamento o municipio que representan.

5. Control del Estado sobre los puertos

Exigimos que el Estado ejerza un control total sobre todos los puertos nacionales, garantizando una supervisión estricta de todos los bienes que entran y salen del país.

6. Uso de las lenguas maternas

Las autoridades deben dirigirse a la población en las lenguas maternas habladas por nuestras madres y nuestros padres, garantizando que todos los ciudadanos —independientemente de su nivel de alfabetización— puedan comprender y participar en la vida cívica.

7. Elegibilidad para la representación electoral

Cada vez que se forme un consejo electoral o se seleccione un representante, el requisito principal debe ser que el cónyuge, los hijos y los bienes del candidato se encuentren dentro del país y dentro del departamento o municipio que busca representar.

8. Destitución inmediata por engaño

Cualquier autoridad que engañe a la población respecto a estos requisitos debe ser destituida de su cargo de inmediato.
Dichas personas deben quedar permanentemente inhabilitadas para ocupar cualquier cargo dentro del Estado.

Afirmamos que los asuntos del Estado deben permanecer arraigados en el bienestar de las familias y las comunidades, asegurando que quienes están en el poder permanezcan conectados, sean responsables y estén comprometidos con la vida de las personas a las que sirven.

Nos mantenemos firmes dentro del marco de una revolución para un cambio sistémico.
