Pause the Eglinton-Caledonia homeless shelter plan: Demand a proper Planning Review!

The Issue

Petition Summary:

We, the concerned residents, business owners, and community stakeholders of Eglinton West, urgently call on the City of Toronto to withdraw or amend the proposed zoning changes at 2204–2212 Eglinton Ave W and 601 Caledonia Rd. These amendments would allow a permanent homeless institutional shelter to be built directly within a designated Major Transit Station Area (MTSA) — a contradiction of Toronto's own Eglinton Connects Planning Study and provincial growth policies.

Why This Matters:

Zoning Incompatibility

The proposal introduces an institutional use (homeless shelter) into an area specifically identified for mid-rise, transit-oriented development, employment growth, and housing intensification. This change undermines the Eglinton Connects Secondary Plan and Toronto’s own MTSA targets.

Long-Term Planning Harm

By approving an institutional homeless shelter, the City risks sterilizing surrounding development potential — harming future housing, affordable housing, business investment, and transit-related growth.

Community Exclusion

Local residents, including vulnerable seniors and recent homeowners, were not consulted adequately. The planning amendment process is being rushed through without transparent community engagement or proper public review under the Planning Act.

What We Are Asking:

That the City withdraw or significantly revise the proposed zoning amendments.

That no permanent homeless institutional shelter be approved within the MTSA until a full planning, shadow, environmental, and traffic and safety impact study is completed.

That Eglinton Connects and the MTSA policies be upheld, and that the City work with the community to find an alternate, properly zoned site for supportive housing.
