In Telangana, a candidate, despite scoring a mere 1 mark out of 800 in the NEET-PG examination, was allotted an MS Orthopaedics seat through state quota counselling. This situation is not just shocking but potentially dangerous, as these professionals will eventually be responsible for the health and well-being of countless patients.

It is even more concerning  that, for NEET-PG 2025, the qualifying percentile for reserved-category candidates was reduced to zero, making candidates with scores as low as –40 out of 800 eligible to participate in counselling for vacant PG seats. NEET-PG uses a negative marking system.

Patients have the right to make an informed decision about whom they choose to consult for their healthcare as they spend money and place their health,  and sometimes their life, in the hands of a doctor. Transparency in a doctor's educational background is paramount in ensuring public trust and safety.  Patients should therefore have access to relevant information to help them make an informed choice about their healthcare provider.

Regrettably, existing systems in India provide minimal insight into a physician's academic performance and professional capabilities beyond the basic recognition of their degrees.

We propose that the National Medical Commission and the Ministry of Health and Family Welfare implement a transparent, nationwide, easily accessible system where patients can access detailed, verified academic records of all practicing doctors. This system should include -

1. All medical examination marksheets and results at undergraduate and postgraduate levels.

2. Undergraduate and postgraduate entrance examination marks, grades and ranks.

3. Medical degrees, diplomas and other qualifications. 

4. Records of all institutions attended.

5. Records of any disciplinary actions, suspensions, or blacklisting.

6. Medical registration details.

7. Any other relevant academic or professional records that may enable patients to make informed and educated choices about their healthcare providers.

The government should also  require doctors to make this information available in their clinics or hospitals, in an easily accessible printed form.
