Pass the Milagro & Phoenix Animal Protection Act

The Issue

We, the residents of Mobile, Alabama, call upon the Mobile City Council to pass the Milagro & Phoenix Animal Protection Act. 
Our current system is failing our most vulnerable animals. Warnings without mandatory follow-ups and the lack of a centralized registry allow cycles of abuse to continue unchecked. We believe Mobile has the authority and the responsibility to lead the state in animal welfare reform. We demand Two-Tiered Oversight System to ensure public safety and animal protection:  1. Tier 1: Mandatory Internal Oversight. Implement an automated "Oversight Tracker" that requires Animal Control to conduct a mandatory re-inspection within 72 hours of any neglect citation or warning. Tier 2: Public Animal Abuser Registry. Establish a searchable "Prevention Shield" registry of individuals convicted of animal cruelty or felony neglect to prevent them from acquiring animals through shelters, rescues, or pet stores. By signing this petition, we urge the Mayor and City Council to adopt these common-sense, fiscally responsible reforms immediately. No more warnings. No more victims. It is time for accountability. Under our Home Rule authority, Mobile has the power to lead. We don't need permission from Montgomery to protect our citizens and our animals. We can be the pilot program that the rest of Alabama follows."
