Pass Minnesota's Sensitive Locations Act Before the Legislative Session Ends

The Issue

The Minnesota Legislature has just days left in its session — and a critical opportunity to protect students, patients, and families is on the line.

A package of bills now before the Minnesota Senate would establish clear, enforceable rules around immigration enforcement at sensitive locations: schools, hospitals, courts, colleges, and shelters. These are not radical proposals. They are commonsense guidelines that ensure Immigration and Customs Enforcement (ICE) activity does not disrupt the places where people go to learn, heal, and seek help.

The need for these protections is not hypothetical. During Operation Metro Surge, federal agents deployed chemical irritants at Roosevelt High School in south Minneapolis. Doctors reported that families were canceling medical appointments and skipping critical care out of fear of immigration enforcement. Children went to school afraid. Patients stayed away from hospitals. These are the real consequences of having no rules in place.

This bill would not stop criminal arrests or criminal investigations. What it would do is draw a clear line: enforcement operations should not turn classrooms and emergency rooms into sites of fear.

Last week, a federal judge declined to block ICE activity near Minnesota public schools while a related lawsuit works through the courts. That means the Legislature — not the judiciary — is now the last line of defense before session ends.

We are calling on Minnesota Senate leadership and Governor Tim Walz to pass this legislation now, before the session closes. The window is closing. The stakes are real. Minnesota's families cannot afford to wait another year.

"This is about making sure our children can grow up in environments that are rooted in stability. Learning dignity and care, not fear," said Alex Ludescher with Unidos MN. "Children deserve to be children."

The legislation we passed included essential spaces, a mask prohibition, the requirement to render aid, requiring the state’s bureau of criminal investigation (BCA) to participate in criminal investigations, and creating a civil cause of action. This is the result of months of work on the part of many members and our talented staff. Bill authors Senators Latz and Fateh led our floor debate, a powerful response to the horror Minnesotans experienced. The Senate Democrats took action just as Minnesotans did as ICE invaded our state. I hope you and your petitioners saw the work, our fight, and our commitment to Minnesotans safety and freedom. In the face of lawless and reckless federal agents stripping people of the human and civil rights as well as the killing in broad daylight of two innocent Minnesotans, we stood up for our people, our state, this nation, and our future.
