No parent convicted of child abuse or sexual abuse should ever be allowed to harm another child. We call on Congress to pass Emmanuel’s Law to protect children in all 50 states. Emmanuel’s Law will create a National Registry of Convicted Abusers and ensure that children are
protected where the system has failed them. 

Every year in the United States, countless children are harmed or killed by parents who have already been convicted of child abuse or sexual abuse. Too often, these abusers are allowed to return to society, where they reoffend and destroy more young lives.

We are demanding that Congress pass Emmanuel’s Law — a federal child protection law to ensure:

• Any parent convicted of child abuse or sexual abuse will never be allowed to have more children.

Create a National Registry of Convicted Abusers and ensure children are protected where the system has failed them.

• Convicted child abusers and predators will not be released to reoffend.

• The safety of children will always come before the rights of offenders.

 This law must apply nationwide, because protecting children should not depend on what state they live in.
