The Issue
On May 20, 2022, my world collapsed when I lost my daughter, Isabella “Bella” Nicole Gonzales. At only 24, Bella was tragically taken from her friends and family. She was a vibrant young woman: a coach, cheerleader, personal trainer, and mental health advocate, whose smile lit up every room. Yet beneath her glowing exterior, Bella was quietly enduring the horrors of intimate partner violence (IPV). Her sudden death was hastily classified as a suicide without a thorough investigation into the possibility of foul play.
The heartbreaking truth is that Bella’s story is not unique. Countless IPV victims' deaths are misclassified or inadequately investigated, leaving families in anguish and perpetrators unpunished. The current system is failing those it’s meant to protect, allowing abusers to evade justice due to systemic oversights.
Bella’s Law is a necessary step to rectify these failures and ensure that no family has to suffer the way ours has. This proposed legislation will mandate comprehensive, independent investigations into any death with links to IPV, particularly those prematurely deemed suicides or accidents. It will impose strict accountability measures to bring abusers to account for their heinous actions.

Bella’s Law will create real protections and real accountability for victims of intimate partner violence by introducing commonsense protections, investigative standards, and accountability measures, including:
1. Presumptive Classification of Suspicious Deaths - Any death involving a documented or credible history of IPV will be treated as presumptively suspicious until a comprehensive investigation clearly proves otherwise.
2. Mandatory Investigative Steps - Agencies must complete essential procedures before finalizing cause and manner of death, including:
- Full autopsy review when appropriate
- Consultation with a forensic pathologist
- Thorough crime scene documentation
- Interviews with family and key witnesses
- DNA collection from all individuals present at or connected to the scene
3. Red-Flag Indicators Review - Investigators must assess known IPV-related suspicious death factors—such as controlling behavior, staging indicators, prior threats, or being found by a partner.
4. Independent Case Review - Families may request an independent review when IPV history or red-flag indicators are present.
5. Family Rights & Transparency - Families gain the right to access complete records, autopsy findings, and investigative materials to ensure transparency and trust.
6. Specialized Training for Law Enforcement & Medical Examiners - Training will cover coercive control, strangulation indicators, staged scenes, DV-related homicide patterns, and suicide risk in victims of abuse.
7. Accountability Measures for Abusers - When evidence shows that intimate partner violence contributed to, precipitated, or was the primary cause of a victim’s suicide, Bella’s Law will:
- Establish a clear pathway for criminal accountability, including charges consistent with unlawful act manslaughter or similar statutes
- Recognize coercive control, threats, psychological abuse, and failure to seek aid as contributing factors
- Ensure investigators document and assess actions or omissions by the partner—such as failing to call 911, failing to seek help, or controlling the scene
- Provide prosecutors with a defined statutory framework to pursue accountability when abuse plays a meaningful role in the victim’s death
