Keeping ICE Out of Salt Lake City

Friends, neighbors, and members of our community,

We are here today because we care deeply about Salt Lake City, about Utah, and about the values that hold our communities together—safety, dignity, and the rule of law.

This petition is not about ignoring immigration law. It is about how the law is enforced, who enforces it, and what kind of community we choose to be.

First, we oppose the presence of ICE in Salt Lake City because we do not want inhumane detention practices to disrupt the lives of our residents. We have witnessed firsthand the fear that ICE raids instill in our neighborhoods, tearing families apart and leaving lasting trauma in their wake. Our city should be a sanctuary where every resident feels safe to live their life without the looming fear of sudden detention or deportation.

Salt Lake City has the legal authority to limit ICE's access to our city buildings, data, and resources. By passing an ordinance that restricts ICE's activities within our city, we are not only protecting our immigrant communities but reinforcing the trust between city officials and residents. This trust is essential for effective community policing and overall neighborhood safety. When members of our community are afraid to report crimes, cooperate with investigations, or seek help from local agencies, our collective security is compromised.

Additionally, our city must prioritize the responsible management of resources. In allocating funds, time, and manpower to monitoring and restricting ICE activity, we are aligning our city's actions with its stated values of inclusivity and support for all residents, regardless of their immigration status.

By signing this petition, you are taking a stand for a Salt Lake City that champions kindness and justice. We ask our city leaders to use their power to prevent ICE from enacting fear and division within our community. Let us make it clear: we value unity, and together we can create a city where everyone is treated with the dignity and respect they deserve.

On behalf of CM Carlsen, thank you for contacting the Salt Lake City Council to express your concerns. The City Council is closely monitoring this situation and staying informed of any developments. Unfortunately, the Council’s legal abilities in these matters are narrowly defined by state law. Unlike cities in some other states that may have broader powers, Salt Lake City must operate within a specific legal framework defined by the Utah State Legislature. Under Utah law and our local City Code, if an existing use meets the pre-existing zoning requirements, the City does not have the legal ability to impose a "Conditional Use" process or deny a permit based on the nature of the tenant. Many of those applications do not come to the Council at all, and there currently is no process in our code that would allow for more stringent intervention. At the same time, the Council is actively considering actions within their authority to support community members during this time. This includes exploring ways to strengthen partnerships with community-based organizations that are providing direct support and resources. The City Council is committed to focusing communications and actions on what they can do and are already doing, while continuing to closely monitor the situation and prioritize the safety and well-being of all Salt Lake City residents.
