I just wanted everyone who supports this petition to know that an official date for this parole hearing has been set. It will take place on Thursday, November 27, 2014. Anyone who has been considering writing a statement to the parole board for this hearing has until this Friday, November 7th, 2014 to submit their statements. Here is information on how to write and submit a statement, and the rules behind it: Any individual, who wishes to do so, may send information to the Board in the form of a statement. The statement would be added to the Parole Board file and would be included in the materials reviewed by Board members in preparation for an offender’s parole hearing. When the Board prepares for a parole hearing, the Board members read the offender’s entire case file in order to be fully knowledgeable about the case and prepare the questions they will ask the offender during the hearing. S. 101 of the Corrections and Conditional Release Act (CCRA) with my emphasis in red: Principles guiding parole boards 101. The principles that guide the Board and the provincial parole boards in achieving the purpose of conditional release are as follows: (a) parole boards take into consideration all relevant available information, including the stated reasons and recommendations of the sentencing judge, the nature and gravity of the offence, the degree of responsibility of the offender, information from the trial or sentencing process and information obtained from victims, offenders and other components of the criminal justice system, including assessments provided by correctional authorities; Please note that any information the Board considers, must also be shared with the offender as per the sharing requirements under s 141.1 of the CCRA. In order to allow the Board to assess the information as “reliable and persuasive” it is important that individuals identify themselves to the extent that the offender will understand how they relate to his case. The offender must be able to defend himself against any allegations or information to be used against him. To that end, he must know where the information is coming from in order for him to be able to respond adequately, and for the information to be given “weight” by the Board members. If an individual has concerns about putting their full name on the statement, they can simply use initials and/or a description as to how they know the offender or victim (i.e. former colleague, high school friend etc). Of course, all other identifying contact information such as addresses, email addresses, phone and fax numbers are removed from statements before they are forwarded to the offender. The Board’s primary consideration when determining whether or not to grant parole is the protection of the public.
