Parkland is a county funded health facility. On Tuesday, April 23, 2013, at 9:00am, I attended Commissioner Court in Dallas County. I raised my objection to the Dallas County Commissioners that I had experienced three major incidents at Parkland where my medical and personal privacy had been grossly violated. One would think that Dr. Elba Garcia, Commissioner of District 4, would understand the fundamental right to a patient's medical privacy, as she is a dentist. Dr. Garcia, only once when I spoke at the podium even made eye contact with me (identified in the video recording!). For the last few months, she had been handling my complaint. During Commissioner Court, Dr. Garcia, for the first time, had the opportunity to put a face to someone who had been victimized by Parkland Health & Hospital System.
