Parking Management and Commercial Use – Residents’ Concerns at The Lawns, Radley
The Issue

We, the undersigned residents, wish to bring to the attention of all the residents of The Lawns and, the various bodies listed above, of our concerns about parking on the estate roads and visitors’ parking bays.
The main issues include the following:
1. Vehicles parked on pedestrian pathways (e.g. along Henry Avery Avenue, John Willis Way and Further Wore). This raises road safety concerns.
2. Long-term occupation of visitor parking bays for weeks or even months (e.g. along Thomas Crouch Drive). This denies parking space for genuine visitors.
3. Commercial vehicles and tow trucks – sometimes with recovered vehicles – in visitor parking bays. Again, this denies parking space for genuine visitors.
4. Vehicles without valid MOT or road tax, and unroadworthy vehicles, parked on the estate.
The activities described above are in breach of one or more restrictive covenants that apply to all residents and they cause significant nuisance and annoyance.
In many instances, the above activities are linked to households using The Lawns as a base for their car recovery and vehicle sales business.
Planning permission was granted to Redrow to build a residential estate. Carrying on a business that is more than incidental to the use of a property as a residence is also a breach of planning control because it represents a material change of use.
Complaints have been made to the households in question but the situation has not improved over the past two years.
The new community centre, The Rotunda, is due to open later in 2026. Visitor parking bays on the estate will be at a premium. A concern is that parking problems on The Lawns might potentially get worse.
All residents and, the various bodies listed above have legal duties and legitimate interests, to act now and address the issue. The current state of affairs regarding parking as described above should not be allowed to continue.
We would welcome responses from the various bodies listed above.
Our intention is to seek constructive engagement and clarification regarding enforcement and responsibilities. We wish to work collaboratively toward a practical resolution.
