Parents & residents oppose the proposed 8-storey development at 54–64 Barry street

The issue

We oppose the proposed 8-storey apartment development at 54–64 Barry Street, which represents an overdevelopment of the site with setbacks materially below applicable planning controls. This would result in unreasonable and lasting impacts on local families, residents, and the established residential character of Barry Street.

The development is likely to significantly increase traffic and parking pressure on an already narrow residential street. These impacts would be most acute during school and daycare drop-off and pick-up times, increasing congestion and creating avoidable safety risks for children and families.

We are particularly concerned about the proposed communal rooftop open space and swimming pool, which result in the building exceeding the permitted height envelope. This elevated and visually exposed area would introduce long-range sightlines across the surrounding neighbourhood, including toward Neutral Bay Public School and St John’s Daycare. This raises legitimate privacy concerns for children in school and childcare environments, where safety, seclusion, and supervision are paramount.

Notably, the developer has argued that the building’s visual impact will matter less once similar developments occur in the area. This implicitly acknowledges that the proposal is excessive in its current context. Each application must be assessed on its own merits, not justified by assumptions of future overdevelopment. 

Further, the scale of basement excavation and site coverage would remove most deep soil, limiting mature tree growth and long-term canopy. This runs counter to Council’s environmental and urban greening objectives.

To protect the safety, privacy, environmental quality, and amenity of local children, families, and residents, we call on North Sydney Council to refuse this application or require a substantial redesign.  We support appropriate housing growth, but only where it is responsibly designed and consistent with planning controls.
