November 28, 2000. At the same time that more than 200 people were gathering outside the Ministry of Culture in Havana to demand respect for freedom of expression, creation and the right to dissent, a group of Cuban intellectuals decided to express through a statement their support to this opportunity for dialogue that opens like never before.
elTOQUE.com reproduces the “Plebeian Articulation”, as its makers have called it, and leaves the space open for more people to subscribe:
“We have carefully followed the events of the last few days and now in the Ministry of Culture in Havana. Those of us who subscribe to this declaration below concur from different positions but moved by a shared ethical demand to reject any violent state action. These are ideas and proposals from citizens who want to accompany and participate in the dialogue despite not being physically there.
All knowledge committed to the good of Cuba and the preservation of national sovereignty, independence, and the integrity of the homeland are well received.
Our horizon is to create an ethical, political, human, social justice, inclusion, democracy, one of rejection of all forms of discrimination, to enable an environment of dialogue and reconciliation in Cuba and in all the places in the world where Cuban live.
For the full realization of the Democratic Republic, legality, the rule of law and human rights for all, for respect for political pluralism, for reconciliation with the environment and with life, for peace and well-being human beings, we ask that
it should be complied the violated legislative timetable
it should be complied the twelfth transitory constitutional provision
it should be revised the constitutionality of all lower-ranking norms that contradict the constitution and the development of a proper model of the rule of law, their rights, freedoms and guarantees.
We believe it is essential to create bridges for dialogue, initially in Cuban civil society, as we see in this spontaneous and autonomous experience of organizing outside the Ministry of Culture, to move towards consensus with other social subjects.
We believe it is necessary to foster a civic culture of respect for human rights and of fraternal relationship, which goes beyond polarizing political language, as a condition for overcoming all forms of violence and inequality.
It will be very important that this articulation has national and transnational scope, and the diversity of ideologies and creeds.
We reject any violent and repressive action, and we demand respect for spaces for dialogue within the framework of the laws and the Constitution. Our path is peaceful, confrontational, but through dialogue.
