ORPHANS! India’s Forgotten Children: Demand Justice & Equality for Over 20 MILLION Orphans

India is home to over 2 crore or 20 million orphaned children—children with no parents, no community support, and no one to speak for them.And yet, the Indian State, which calls itself their guardian under law (parens patriae), has failed them.
Only 62,000 orphans are supported by government schemes. Over 1.9 crore/19 million are left out.

 

 

Why this matters

  • No official count: India has never conducted a nationwide census or survey of orphans—leaving over 2 crore children invisible in policy and planning. 
  • Almost 99% left out: Mission Vatsalya, India’s flagship child welfare scheme, reaches only a tiny fraction of orphaned children.
  •  Dismal support: The current budget allocates just ₹65/day per child that too only for those less than 1% children that in orphanages—to feed, shelter, educate, and rehabilitate them.
  • Every year, 10 lakh or more an 1 million orphans age out of eligibility for free education or for the Fight for Equality—and with no parental support, many fall into begging, bonded labor, or trafficking.
  • Only 4,009 children were adopted last year—making it clear that adoption alone cannot solve this crisis.
  •  Widespread abuse: Orphans face the highest risk of suicide, abuse, and sexual trafficking. They are also arbitrarily assigned religions and castes by local authorities—branding them for life without their consent.

And meanwhile...


*Children of communities and categories considered weak like (SC/ST/OBC/minority) with families receive reservations, scholarships, coaching, and targeted welfare schemes amounting to over ₹2,80,000 lakh crore/year or 2800 Billion Rs/year
* Orphans receive none of thisdespite being the weakest with no family, no representation, and no voice.

 

 

 

 

 

We demand:

  • Immediate recognition of orphaned children as a disadvantaged category eligible for reservation in education and employment.
  • Inclusion in all government schemes meant for disadvantaged groups, including under the Right to Education Act.
  • A nationwide survey and official count of all orphaned children.
  • Strict ban on the arbitrary assignment of religion/caste to orphans in institutional care.
  •  A significant increase in child welfare funding, and minimum standards of care and education for all orphans.
