Support inclusionary housing for all Oregonians

The Issue

Oregon and Texas are the only two states that prohibit local zoning authorities from enacting inclusionary zoning policies.

Inclusionary policies have been successful in creating affordable housing in many different communities, particularly in “hot” housing markets where high volumes of development occur.

By encouraging mixed-income communities, inclusionary policies can help to decentralize poverty, prevent gentrification and financial segregation.

HB 2890 was introduced in the 2013 Oregon legislative session to repeal ORS 197.309, which bans inclusionary zoning. The bill was not passed due to lack of support.

The 2015 legislative session will introduce a new bill that repeals the ban on inclusionary zoning. Please sign this petition to ensure that affordability across every neighborhood is a reality for all Oregonians, regardless of income, class or race.
