A small number of residents in The Gardens Community are notified via Kainga Ora sending out a letter.

On 12 July 2022, Wolfbrook Residential contracted to buy the site at 241 Hill Road.
They approached Kāinga Ora on 19 July 2022 with an opportunity for Kāinga Ora to redevelop and purchase the site. There were no conversations held regarding the purchase of the site prior to the opportunity being received.
The opportunity was supported to undertake due diligence by Kāinga Ora on 28 July 2022. A proposed design was reviewed by internal design experts on 20 September 2022, the final typology and layout were confirmed and supported on 22 September 2022.
The purchase was approved on 2 October 2022 and the contract was subsequently executed on 14 October 2022.
The contract remained conditional until May 2023.
Wolfbrook then began their pre-building processes, including applying for building and resource consent.
The resource consent process is run by Auckland Council and takes into account factors such as whether there is enough infrastructure and services to support the proposed new development and how it aligns with the District Plan (Auckland Unitary Plan). It is the Council that also decides whether there is a need for the public to be notified of the consent application.
The resource consent only becomes publicly notifiable if the proposed development adversley affects the public (the public what?) or goes against District Plans (Auckland Unitary Plan).
During the building and resource consent process there is no requirement for developers, private or public, to notify councils of the intended use of residential properties for public housing.
The Hill Road development was not deemed likely to have adverse effects on the environment or people by the council, and therefore Auckland Council made the decision to non-notify the consent application.
