The Issue
We are looking to our neighbours and broader community for support in protecting the character of our neighbourhood.
Our welcoming community in Barrie, Ontario prides itself on supporting responsible growth. However, the proposed rezoning of 205 Jean Street from R1 to R2, with Special Provisions, threatens to disrupt the fabric of our neighbourhood and poses significant risks to its character and livability. We respectfully urge Barrie City Council to reject this application.
Rezoning 205 Jean Street to allow high-density development introduces an incompatible form of housing that contrasts sharply with the existing neighbourhood. Beyond the immediate impact, it sets a concerning precedent for spot rezoning, opening the door to further changes that could erode the stability and identity of our community.
At the heart of our concern is the need for transparency and meaningful community involvement. Residents deserve a voice in decisions that shape their surroundings. Advancing higher-density development without proper consultation undermines public trust and established planning principles.
Additionally, local infrastructure and amenities—designed for single-family homes—are not equipped to handle a significant increase in density. This could lead to increased traffic, strain on services, and reduced quality of life for residents.
Key Community Concerns
Safety & Emergency Access: Concerns about fire truck access, laneway width, winter conditions, and lack of a secondary emergency route.
Traffic & Pedestrian Safety: Increased traffic on a narrow street with no sidewalks raises risks for children and pedestrians.
Infrastructure Strain: Existing roads, schools, and services are not designed for higher density.
Drainage & Flooding: Tree removal and added hard surfaces may increase runoff and worsen flooding in nearby areas.
Environmental Impact: Loss of mature trees, endangered Butternut trees, and local wildlife habitat.
Neighbourhood Fit: Smaller lot sizes and tighter spacing are not consistent with the area’s character.
Precedent Setting: Approval could open the door to similar high-density developments in the neighbourhood.
Private Laneway Risks: Unclear long-term maintenance and potential future liability concerns.
Construction Disruption: Traffic, noise, and safety impacts during a multi-home build.
Lack of Community Benefit: No clear improvements (e.g., sidewalks, traffic calming, green space) included.
We encourage Barrie City Council to undertake a comprehensive review of development in this area. Growth should align with the existing character of the neighbourhood—enhancing, not overwhelming, what makes our community special.
