The government and the Ministry of the Environment have been removing soil from Fukushima Prefecture contaminated by the TEPCO's Fukushima Daiichi nuclear power plant accident under the guise of "decontamination" and transporting it to an "interim storage facility" adjacent to the Fukushima Daiichi nuclear power plant. The government and the Ministry of Environment are now trying to "recycle" the soil contaminated with less than 8,000 Bq/kg and use it throughout Japan as roadbed material for roads.
The principle of centralized control of radioactively contaminated materials is to be maintained. It is unacceptable to disperse them all over the country. Radiation is harmful no matter how small the amount, so it is fundamental to avoid unnecessary exposure. At nuclear facilities, materials contaminated with more than 100 Bq/kg are not allowed to be reused. As a special emergency measure in the aftermath of the Fukushima nuclear accident, a new standard of 8,000 Bq/kg was established for "safe disposal," resulting in a double standard. The government has further expanded this standard to 8,000㏃/kg or less so that contaminated soil can be recycled throughout Japan.
Furthermore, without any public discussion, the government is trying to force through an amendment of a ministerial ordinance that can be decided at the discretion of the Minister of the Environment such a serious issue concerning the prevention of exposure to radiation.
If nothing is done, the 8,000㏃/kg standard will effectively become a permanent law, and radioactive materials will be distributed throughout the country without warning. We must put a stop to the further spread of radiation.
We demand the following performance:
1. Please ensure transparency by disclosing to the public all the forums for discussion and deliberation on the reuse of contaminated soil. Please disclose not only the "Summary Report" and "Executive Summary" by the IAEA, but also the minutes of the IAEA Expert Meeting and all materials presented and distributed at the meeting.
2.Please do not unilaterally promote the reuse of contaminated soil by amending the ministerial ordinance.
3. Please do not promote the reuse of contaminated soil only with experts who are in favor of the reuse of contaminated soil, but guarantee a forum for open discussion with experts who are opposed to the reuse of contaminated soil.
4. Please establish a forum for direct dialogue with the public at large, rather than investing large amounts of taxpayer money in one-sided advertising campaigns to seek their understanding and approval of how contaminated soil should be disposed of.
5. Please withdraw the plan to reuse contaminated soil.
