Increased Tax Burden to all of Hampshire Township Residents-It is our belief that a comprehensive road plan is needed prior to this property being annexed and rezoned. Without this in place all tax payers may bear the heavy tax burden of paying for roads after the land is annexed, rezoned and developed. Higgins Road was constructed using low bituminous asphalt. This type of road construction is not sustainable with truck traffic that may lead to frequent road repairs or even replacement. This could potentially put a tremendous strain on the tax payers of Hampshire Township.
Recharging Water Aquifer Area-The 2004 Comprehensive Land Use Plan for the Village of Hampshire has noted that this area is within ‘Mapped areas with Potential for Shallow Water Recharge’. This report warns that ‘Areas with potential for groundwater recharge should be protected from the adverse impacts of development (i.e. pollution and large expanses of impervious surfaces that do not allow water to reenter the ground). This is because Hampshire’s potable water supply depends upon the recharge of aquifers. The proposed rezoning, annexation and development has the potential for negatively impacting the shallow water recharge area which could in turn negatively impact all residents of the Village.
