Oppose H.R. 989 — Protect Constitutional Governance and American Civic Unity
The Issue
To the Members of the United States House of Representatives
House Committee on Education and the Workforce
We, the undersigned Americans, respectfully urge Members of Congress to oppose H.R. 989, introduced on February 5, 2025, which seeks to codify Executive Order 11246 into federal statute.
While framed as an employment or administrative measure, codifying executive orders into permanent law represents a significant expansion of federal authority that warrants serious scrutiny. Once embedded in statute, such policies are far more difficult to challenge, revise, or repeal—regardless of unintended consequences.
As American citizens committed to constitutional governance, we are deeply concerned about the ongoing pattern of identity-based federal policymaking, where cultural, ideological, or group-based frameworks increasingly replace equal application of the law and individual liberty. The United States Constitution guarantees freedom of religion, freedom of conscience, and equal protection—not government-endorsed elevation of belief systems, ideologies, or identity categories.
We believe:
- Laws should remain neutral, not ideological
- Religious freedom must be protected without government favoritism or shielding from scrutiny
- Federal power should not be expanded through permanent codification of executive mandates without full public debate
- Americans must retain the right to speak, question, and dissent without fear of legal or institutional retaliation
History—both domestic and international—demonstrates that when governments blur the line between civil authority and ideological protection, constitutional freedoms erode incrementally, often under the guise of fairness or inclusion.
This petition is not rooted in hostility toward individuals of any faith. Rather, it is rooted in a firm belief that America’s strength lies in constitutional restraint, civic unity, and equal accountability under the law.
We therefore call on Congress to:
- Reject H.R. 989
- Preserve legislative transparency and constitutional limits
- Uphold freedom of speech, freedom of religion, and equal treatment for all Americans
- Ensure that federal law does not advance ideological frameworks at the expense of national cohesion and liberty
