Oppose Dr. Barnes as Waverly’s Interim Principal for SY 25-26
The Issue
We, the educators, staff, families, and community members of Waverly Elementary/Middle School, respectfully request a reconsideration of the decision to reassign our principal, Dr. Green, to another school.
Under Dr. Green’s leadership, Waverly has made tremendous progress academically and culturally. We are well on our way to becoming a 4-star school, having missed 3-star status by less than 1% in the most recent rating. This growth has been fueled by strategic leadership, a commitment to equity, and a strong school-wide culture of care, consistency, and collaboration.
Our school community has also endured profound trauma, most notably the devastating and horrific loss of our beloved, Mrs. Jennings. Throughout that grief, Dr. Green is leading with empathy, strength, and grace—keeping our students emotionally supported, our staff united, and our families reassured. This is the kind of leadership that cannot be replaced or disrupted without serious consequences.
It is troubling that this decision to reassign Dr. Green appears to be in part influenced by a small group of three individuals who have labeled themselves a "PTO" yet do not represent the broader Waverly community. These individuals have made it their mission to recruit only disgruntled voices, disseminate misinformation about school staff, and inundate City Schools leadership with unfounded and divisive complaints. Their actions do not reflect the values, experiences, or collective voice of the true Waverly family, which stands firmly behind Dr. Green.
Additionally, many within the Waverly community believe we are being punished for voicing legitimate concerns about our school's partnership with the Y in Central Maryland. Despite repeated reports of associate misconduct, a poorly managed out-of-school-time (OST) program, and a pattern of Y leadership using personal relationships with BCPS chiefs to strongarm principals into compliance, our concerns were met with inaction. Dr. Green has bravely advocated for what is best for our students, even when that meant challenging powerful external partnerships that were not serving our school community well. That courage should be commended, not penalized.
We are also concerned that the selected interim Principal, Dr. Barnes is coming from a school that is closing due to low enrollment (fewer than 150 students), and does not have the experience, success record, or contextual understanding necessary to lead a complex, vibrant, and high-capacity school like Waverly. This transition would undo years of relationship-building, trust, and overall progress.
We, the Waverly community, stand united in our support of Dr. Green and reject this decision that threatens our momentum and our stability.
Therefore, we respectfully urge Baltimore City Public Schools to:
•Reconsider the reassignment of Dr. Green and allow her to continue serving as Principal of Waverly Elementary/Middle School
•Center the voice of the entire school community—educators, staff, and families—in decisions that impact school leadership;
•Protect the progress and emotional wellbeing of our students by ensuring continuity in leadership during this crucial time.
Waverly is rising. We are rebuilding, healing, and achieving. We ask that you not allow the loudest few to override the will of the many who truly believe in the work happening within our school walls.
