Oppose Budget Cuts to Keep BridgeUSA (J1 Program) Alive in Arnolds Park

The Issue

Each summer, Historic Arnolds Park, opens its doors to tens of thousands of visitors. This is made possible in part because of the 100 plus international students who join us through the BridgeUSA J-1 Exchange Visitor Program. These student workers are not just essential to our seasonal staffing at the amusement park, museums, concerts, and public spaces, but they also bring a vibrant diversity that enriches our culture, economy, and global engagement. 

In 2023 Historic Arnolds Park opened a dormitory adjacent to the Amusement Park for the safety and comfort of these valued and important employees. A growing number of local business are utilizing this program to meet the unique demand for staffing in the Iowa Great Lakes. The international seasonal staff has become vital to our economy and has been embraced by our community. 


The proposed FY26 budget cuts to the Bureau of Educational and Cultural Affairs (ECA) threaten to dismantle this crucial program. Reduced funding could result in fewer international students being able to participate or dramatically raise the cost to employers looking to hire for seasonal international staff;  directly impacting the operation and success of Historic Arnolds Park. 

The BridgeUSA program enriches our region every summer with a beautiful diversity, and our community deeply values the chance to host these amazing young people. These budget cuts are not just figures on a ledger — they represent real people, real stories, and real impacts. 

We urge the decision-makers to preserve full funding for the BridgeUSA J-1 Exchange Visitor Program. By maintaining this funding, we ensure the continuation of an enriching cultural exchange and vital support for our local attractions and businesses.
